POSITION OVERVIEW:

Under general direction, supervises, plans, and organizes the daily work activities of staff engaged in the comprehensive operation of the Village’s water systems. This includes the treatment and production of potable public water supply, as well as the construction, maintenance, and repair of water lines, water meters, and related facilities. The supervisor formulates division budgets, ensures regulatory compliance, and exercises a high level of discretion in decision‑making with minimal direct guidance.

  • Supervises the daily activities of staff performing routine maintenance and operation of equipment and facilities used in the production and delivery of potable water, including pumps, valves, meters, gauges, pipes, personnel access structures, and all associated appurtenances.
  • Schedules and prioritizes work activities.
  • Provides technical assistance and in-house training to plant operators, equipment operators, and maintenance workers.
  • Promotes efficiency and safety in the treatment and distribution process.
  • Supervises and evaluates the work of subordinate staff; recommends promotions and disciplinary action.
  • Supervises the daily inspection of all water treatment machinery, equipment, and control panels. Makes adjustments to control pressure and flow of water to the distribution system. Oversees the change of chlorine tanks and adjusts chlorination amounts.
  • Plans, coordinates, and/or provides technical advice on projects concerning the water system. Schedules major maintenance and improvements to avoid disruption to the necessary water supply and formulates contingency plans to ensure an uninterrupted supply during emergencies.
  • Performs minor repairs on water equipment such as pumps, chlorinators, valves, and pipes. Repairs minor electrical problems such as blown fuses and faulty circuitry. Contracts and obtains outside professional services for more complex repair work.
  • Supervises and/or performs building and grounds maintenance and janitorial activities at Water Supply Treatment facilities. Cleans and sanitizes laboratories. Coordinates with the Street Division for restoration of water main break dig sites. Coordinates with the Engineering Division of Public Works to assist with water capital improvements during planning and construction.
  • Responds to customer complaints concerning water problems and/or quality in the home. Takes samples and tests for chlorination. Ensures proper delivery of samples to laboratories for further testing when required.
  • Gathers water samples from throughout the distribution system for laboratory tests and analysis.
  • Compiles and submits all required records and reports to supervisor. Prepares all required Illinois and Federal EPA reports, daily activity logs, and equipment repair reports, ensuring accuracy. Maintains current knowledge of all EPA and IEPA regulations.
  • Collaborates directly with the Director, Village Manager, and NSMJAWA to lead strategic planning initiatives to identify, develop, and implement a new municipal water source.
  • Forecasts operational needs, anticipates costs, and formulates the budget for the water supply and distribution accounts. Maintains expenditures within budgetary limitations.
  • Participates in developing departmental policies and procedures.
  • Plans and prioritizes the Division's daily work schedule to ensure performance in accordance with established procedures and departmental standards.
  • Adheres to all Village policies and procedures within the department and those outlined in the Employee Handbook.
