Purpose and Impact:
Responsible for researching, gathering, synthesizing, and updating the mission/technical raw content and material from which the course(s) will be built 'and maintained. Responsible for providing subject matter expert (SME) inputs to determining what testing is appropriate and ensuring technical alignment. of assessment items to course objectives when tasked; instructional design structure and psychometric validity remain responsibility of the Instructional Designer and/or Senior Instructional Testing Expert, as applicable to ensure student demonstrates required proficiency.
Follows Government approved configuration control and secure handling procedures for controlled and assessment related materials

Essential Responsibilities:The Level 2 Content Developer shall possess the following capabilities:
- Gather and validate raw content appropriate for inclusion in the relevant courses. Validate currency/accuracy against the operational environment and document sources.
- Review storyboards to ensure content is reflected appropriately and ensure technical completeness, sequencing dependencies, and correctness of lab steps.
- Function as Subject Matter Expert on mission/technical topics considered for inclusion in the courses. Answer questions from Instructional Designers and Graphic Artists on course content and the specific goals the content is expected to fulfill. Provide authoritative technical guidance during development and delivery support as directed.
- Author and update complete lesson/module content and lab/scenario technical requirements for assigned topics; ensure content supports required tasks/skills.
- Draft and review assessment items/rubrics when tasked; validate that items measure intended skills and do not disclose restricted solutions.
- Support pilot deliveries by collecting defect/issue inputs, analyzing student performance trends, and producing actionable technical improvement recommendations.
· Serve as a topic-area SME: research unfamiliar problems, determine correct technical behavior, and translate it into realistic training.
- Engineer non-trivial environments spanning systems, VMs, networks, scripts, binaries, services, and dependencies; develop/modify/troubleshoot/validate purpose-built artifacts that emulate designated malware, RAT, persistence, exploitation, or rootkit-like behavior when required.
- Analyze application/OS/network/low-level behavior to identify root cause, artifacts, environmental dependencies, and failure modes; read/write/modify/reason through scripts/programs, execution logic, I/O, and system interactions.
- Author/review practical assessments, grading, answer criteria, and rubrics; use pilot/student/test data to improve content; peer-review for accuracy, realism, repeatability, and validity.
- Mentor CD1s and lead smaller technical efforts/work packages with CD3 mentorship, including organizing work, coordinating contributors, tracking dependencies, and surfacing risks/decision

Experience:
- Masters Degree in Computer Science, Cyber Engineering, Information Systems/information Technology, Education/Instructional Technology, Electrical Engineering Mathematics and six (6) years of relevant experience
OR
- Bachelor's degree in, or related field and eight (8) years of relevant experience
OR
- Associate's degree (or 18 semester hours of military coursework/training in a related field) and ten (10 ) years of relevant experience
OR
- High school diploma/GED and twelve (12) years of relevant experience
- Relevant experience includes mission/technical content research and development for related training, drafting/updating technical procedures/labs/exercises, and providing SME support to instructional design and course delivery
- Demonstrated independent ownership of complex work from research through implementation, troubleshooting, documentation, training integration, assessment, and sustainment.
- Strong depth in at least one Section 2 specialty plus enough adjacent breadth to integrate with relevant systems, networks, virtualization, software, or tradecraft.
- Strong analysis/troubleshooting: move beyond tool output, determine why behavior occurs, research unfamiliar behavior, test hypotheses, isolate root cause, and build a defensible solution without step-by-step direction.
