The Ministry of the Solicitor General, Ontario Provincial Police, and the Bureau Commander of the Crime Prevention & Community Support Bureau are seeking a highly qualified leader to join the Financial Services Unit. In this exciting, rewarding and challenging opportunity, you will oversee and perform research, conduct financial analyses, and evaluate municipal policing processes and cost recoveries. We are looking for a strong leader to mentor the Financial Services Unit Analysts and provide support to the Unit Manager.

Successful candidates will be expected to work out of 777 Memorial Avenue, Orillia, five (5) days a week.

In conjunction with our OPP Detachments, Regions and other Bureaus we work closely with Police Service Boards and municipalities to serve our communities by protecting its citizens, upholding the law and preserving public safety.

About the job

Provides financial expertise and ongoing support services for all OPP municipal policing and specialized service arrangements, preparing costing information for policing operations; and completing Treasury Board funding request submissions (TB20's). Conducts research, financial analyses and reviews municipal policing processes and recoveries. Guides and coordinates the Financial Service Unit Analysts to support the Unit manager.

Mandatory Requirements
  • Ability to pass an OPP background/security investigation.
Research & Analytical Skills
  • Ability to analyze complex financial, statistical, or operational data to identify trends, verify accuracy, and support decision‑making.
  • Strong research skills to evaluate processes, compare methods, and recommend improvements based on evidence.
  • Proficiency with analytical tools and software (e.g., spreadsheets, databases, data visualization) to build models, perform calculations, and produce clear reporting.
  • Ability to interpret information from multiple sources and translate findings into practical insights and recommendations.
Leadership and Problem Solving
  • Demonstrated ability to lead and guide team members, manage workloads, set priorities, and ensure high‑quality deliverables.
  • Strong problem‑solving skills to diagnose issues, evaluate options, and implement effective solutions within defined policies or guidelines.
  • Sound judgement and discretion in handling sensitive information, making recommendations, and determining appropriate actions.
  • Experience in improving processes, identifying efficiencies, and supporting continuous improvement initiatives independently and as a leader.
Interpersonal and Teamwork Skills
  • Strong communication skills, with the ability to present information clearly and engage diverse audiences.
  • Ability to build positive working relationships with colleagues, external partners, and stakeholders and to work effectively facilitating discussions with teams.
  • Strong oral and written communication skills for preparing reports, presentations, correspondence, and Bureau documents.
