Harlow District Council is seeking an experienced Pre-Construction Team Manager to lead the Housing Capital Works pre-construction phase for refurbishment and component replacement in occupied council homes. The role requires on-site work 2–4 days per week and a strong focus on safety, cost control and regulatory compliance.
You will coordinate surveys, feasibility work and engage with internal and external stakeholders to shape investment programmes before tender and delivery.
