Essex County Council (ECC) are delighted to be supporting Harlow Council to recruit a temporary Senior M&E Engineer on an initial 12months contract.

Please note that this post requires the successful individual to be based on site.

Job Purpose:

Working as part of the Housing & Property Operations team within Harlow Council, the Compliance Gas and Water Officer will support the Compliance Manager Gas and Water in delivering an accurate, efficient and customer-focused compliance assurance service across Council housing assets.

The post holder will provide technical and operational support to Housing & Property Operations teams and the wider Council on gas, heating, hot water, water hygiene and compliance matters, assisting with inspections, contractor monitoring, performance reporting, risk management and the supervision of two inspectors.

  • Support the Compliance Manager of Gas and Water in delivering statutory and regulatory compliance duties relating to domestic gas, heating, hot water, water hygiene and associated mechanical services.
  • Provide technical advice and support to Housing & Property Operations teams, other Council services, residents, contractors and stakeholders on gas and water compliance matters.
  • Assist in the supervision and coordination of two inspectors, including allocation of inspection activity, quality checks, record keeping and escalation of technical or performance issues.
  • Support the management of contractors by monitoring performance, reviewing completed works, challenging poor standards, verifying variations, and contributing to KPI reporting.
  • Undertake and coordinate pre- and post-inspections, site surveys, quality inspections and technical checks to ensure works are delivered safely, on time, within budget and to the required technical and contractual standards.
  • Review specifications, schedules of work, technical drawings, risk assessments, method statements and contractor documentation to ensure they meet Council requirements and relevant legislation.
  • Maintain awareness of legislation, statutory requirements, Approved Codes of Practice, British Standards, Gas Safety Regulations, Building Regulations, HSG
    274, CDM 2015 and other relevant compliance guidance.
  • Contribute to the identification of defects, trends, recurring repairs, compliance risks and opportunities for value for money improvements across gas, water and mechanical assets.
  • Assist with planned preventative maintenance, refurbishment programmes, project-based works and investment planning relating to heating, hot water, water hygiene and associated mechanical systems.
  • Prepare clear reports, inspection records, spreadsheets, briefings and technical information for managers, colleagues, residents, contractors and other stakeholders.
  • Respond to enquiries and requests for information in a timely, professional and customer-focused manner.
  • Maintain accurate manual and electronic records to support compliance monitoring, audit requirements, payment verification and effective asset management.
  • Support health and safety, risk management, safeguarding, equality and diversity, data protection and Council policy requirements in all areas of work.
  • Undertake other duties commensurate with the grade, skills, knowledge and experience of the post holder.

The experience you will bring:

  • Experience in a comparable gas, water compliance, public sector, social housing or water hygiene role, including pre- and post-inspections, contractor performance monitoring, KPI reporting and ensuring works are delivered safely, on time, within budget and to the required technical and contractual standards.
