PositionSummary
The Town of Harrisburg is accepting applications in the Finance Department for the position of Financial Analyst. The role involves a variety of analytical tasks, including town‑wide budget monitoring, financial modeling and projections, bond covenant monitoring, grant facilitation, ad‑hoc reporting and analysis, and preparing reports to help Town Management make sound financial decisions.
Responsibilities- Town‑wide budget monitoring, financial modeling and projections, bond covenant monitoring, and grant facilitation.
- Ad‑hoc reporting and analysis, including trend, statistical and variance reports.
- Preparing and analyzing a variety of financial documents, reports and operating budgets.
- Assisting with solicitations for bids, requests for proposals and qualifications, and reviewing submittal evaluation criteria.
- Assisting in budget training, preparing procedures and developing long‑term strategies for efficient financial processes.
- Receiving, disbursing and accounting revenues and expenditures for the Town.
- Serving as a backup for the Assistant Finance Director and Accounting Technicians.
- Administering the Town’s purchase contracting function, including bids, proposals and change orders.
- Assisting departments with grant application, management and tracking while maintaining a Town‑wide grant dashboard.
- Performing in‑depth account analysis and other ad‑hoc reporting with a focus on cost reductions and performance improvements.
- Bachelor’s degree in accounting, finance, business administration, statistics, or an equivalent combination of education and experience.
- Three (3) or more years of experience in governmental or public accounting.
- Thorough understanding of governmental accounting and North Carolina fiscal regulations.
- Strong analytical skills and ability to manage complex financial issues.
- Excellent written and oral communication skills.
- Competitive annual salary ranging from $56,809 to $70,665, with a $2,500 sign‑on bonus upon hire.
