Overview
The State of Connecticut, Department of Administrative Services (DAS) is seeking applications for the position of Building Systems and Sustainability Engineer (Professional Engineer) within the Real Estate and Construction Services (RECS) division.
Position titles:
Building Systems and Sustainability Engineer (Hybrid) and Professional Engineer (40 Hour).
Location:
Hartford, CT. Salary: $106,358 - $152,757 per year (new state employees start at the minimum). Recruitment #FE-CR. Date Opened: 7/30/2025. Recruitment type:

The DAS RECS division seeks a Building Systems and Sustainability Engineer to shape Connecticut's state construction projects. With over $1B in active design and construction projects, this role involves ensuring compliance with high-performance building policies, advancing sustainability goals, and upholding the highest standards of construction quality and professional care.
Key Responsibilities- Review plans and specifications prepared by external engineers for conformance with Department and State high-performance, sustainability, quality, and building component standards, as well as the overall standard of care.
- Lead the development and management of a formal process for reviewing, tracking, and reporting State project submittals related to high-performance and sustainable programs.
- Conduct detailed peer reviews of building sustainability and energy-using systems developed by licensed consulting engineers, assessing their suitability for state buildings.
- Maintain and improve standardized sustainability and design requirements for State building construction.
- Influence energy and decarbonization standards by interfacing with Greener Gov CT and representing the office at interagency Technical Advisory Committee; manage energy-related building efficiency measures and oversee external consultants on engineering, sustainability, and master planning studies; support internal project management staff with technical engineering issues.
Active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors, consistent with C.G.S. 20-302.

Experience:
Eight (8) years of experience as a project engineer with full responsibility for the engineering design of major building projects. - Substitutions Allowed:
College training in engineering may substitute for up to four years of experience; a Master’s degree in engineering may substitute for one additional year of General Experience.
Preferred Qualifications:
- Experience with digital reviews of contract documents for new building and renovation projects.
- Experience analyzing energy-efficient and decarbonized building systems designs.
- Experience developing standardized design requirements for building construction.
- Experience with master planning pre-design studies related to sustainability.
- Experience with nationally recognized codes and standards for sustainable building construction.
- Incumbents must possess and retain a current Connecticut Professional Engineering license.
- Incumbents may be required to travel.
- Incumbents may be required to possess and retain a valid Motor Vehicle Operator’s license.
Incumbents may be exposed to site environments with some risk of injury and to year-round weather conditions.
