Overview
The State of Connecticut, Department of Administrative Services, Properties and Facilities Management Division is currently accepting applications for a Design Engineer 3 (Civil), a Civil position within the Technical Services unit, which provides technical services in the areas of engineering, architecture, code compliances, etc. to other units within the Division and other State agencies housed within State owned buildings.

This Civil Engineer position provides exciting opportunities to manage minor capital improvement projects involving design, coordination with outside consultants, hiring vendors, and assisting and coordinating with other State agencies. In this position you will:
- Provide assistance in projects involving subsurface investigations, grading, foundation, drainage, sanitary disposal, renovations, space planning, etc.
- Assist in maintaining various Excel databases and reports.
- Prepare and review computer aided design documents.
- Provide technical and design assistance for state building projects and interior renovation projects.
- Participate with various state agencies in state building planning procedures, provide project management for facility capital improvement projects.
- Utilize the state procurement and bidding process.
- Assist in the development of the annual DAS Infrastructure Improvement Plan.
- Evaluate minor capital improvement projects for state facilities and perform the programmatic and administrative requirements for state facility projects from planning through completion.
- Create cost estimates for projects including developing project schedule.
- Review specifications and determine adequacy.
- Oversee and coordinate with consultants and contractors.
- Evaluate merits of engineering submissions.
- Oversees, analyzes and interprets reports and test results.
- Prepares specifications and cost estimates.
- Reviews specifications and determines adequacy.
- Oversees and cooperates with consultants in developing projects.
- Evaluates merits of engineering submissions.
- May act as technical expert on matters pertaining to a professional licensing board or commission.
- Performs related duties as required.
Considerable knowledge of principles of surveying, soil mechanics, drainage, sanitary disposal problems, water supply and treatment, construction of dams and retaining walls, hydraulic fill, construction of stone groins, sea walls, river bank protection, roadways, parking areas and airfield runways; knowledge of engineering drafting; interpersonal skills; oral and written communication skills; considerable ability to analyze and interpret reports and test results; ability to prepare or review specifications and cost estimates;
evaluate merits and determine adequacy of engineering submissions; utilize computer software; lead.
- Seven (7) years of experience performing civil engineering design.
- College training in engineering may be substituted for the general experience on the basis of fifteen (15) semester hours equalling one‑half (½) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- Experience with site civil engineering projects including building components.
- Experience with cost estimation including budget preparation for construction projects.
- Experience with construction project management including scheduling.
- Experience with reviewing construction plans.
- Experience with preparing scopes including coordination with contractors.
Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
Working ConditionsIncumbents in this class may be exposed to some risk of injury or physical harm from construction environments and a moderate degree of discomfort from exposure to year‑round weather conditions.
