Job Purpose

This position is responsible for the development, maintenance and efficient operation of Town and Board of Education Enterprise ERP (enterprise resource planning) systems. Ensures availability of accurate and timely financial and human capital information through the development of appropriate solutions for automating functions, providing on-going maintenance and support to financial system operations and training staff in the operation of automated financial systems.

Plans, manages, and directs the functions, activities and operations related to the financial ERP systems.

Essential Job Functions
  • Oversees the operation, maintenance, and procedures of the Town’s financial system. Ensures financial system availability and performance through effective operation and on-going maintenance. Implements new releases to include demonstration, modifications, testing and training.
  • Analyzes new accounting requirements required by the State and Government Accounting Standards Board (GASB) and integrates into the financial system where necessary.
  • Maintains databases and implements all software enhancements and modifications.
  • Documents all changes to the software following approval of the Director of Financial Services.
  • Develops, maintains, and documents systems security and system audit functions.
  • Consults with Town and Board of Education user departments on financial system needs and provides system support.
  • Prepares, reviews and verifies financial reports. Identifies causes of discrepancies and advises appropriate personnel. Develops ad hoc reports to meet requirements of auditors and staff.
  • Responds to department inquiries and disseminates information relative to the accounting/financial management system or any segment thereof.
  • Provides training for all new and existing users on overall system functions to enhance financial system utilization.
  • Ensures consistent practices and policies are used throughout the Town to maintain the integrity of the financial system.
  • Works collaboratively with members of the Department of Financial Services and Department of Information Technology to meet financial system requirements.
  • Supervises and directs the work of individuals and/or project teams engaged in financial systems development, maintenance and operations including scheduling, assigning, overseeing and reviewing work of some employees. Establishes work methods and standards; makes recommendations on hiring of staff; reviews and evaluates work performance of subordinate personnel and recommends merit increases as appropriate; assures organizational and individual goals are achieved; interprets Personnel Rules, policies and procedures and enforces regulations and applicable contract agreements including the adjustment of grievances.
  • Prepares program budgets and manages the implementation of approved budget by monitoring and controlling expenditures; reviews and approves personnel actions, purchasing requisitions and agreements; maintains equipment and supplies inventory; and authorizes necessary administrative actions.
  • Develops analysis and programming guidelines and documentation standards.
  • Initiates or participates in systems analysis studies.
  • Troubleshoots and resolves complex financial system application-related problems and/or coordinates with vendors for resolution.
  • Writes periodic progress, project status and problems resolution reports regarding financial system operations for management review.
  • Establishes and maintains effective working relationships with subordinates, other Town and Board of Education staff, and vendors and contractors using principles of good customer services.
  • Responds to general inquiries related to financial systems and operations.
  • Maintains communication with associated financial system vendors and contractors to ensure appropriate vendor support for installed products and future and emerging directions with vendor products.
  • Prepares reports and presentations related to assigned responsibilities.
