This entry-level position offers an excellent opportunity to gain hands‑on experience and develop expertise in housing quality standards and regulatory compliance within federally and state‑funded housing programs including HOME Investment Partnerships Program (HOME), National Housing Trust Fund (NHTF), and FLEX (Affordable Housing) projects. As an Assistant Economic & Community Development Agent, you will support the Department’s mission to ensure safe, decent, and affordable housing throughout Connecticut.
Under the guidance and supervision of experienced inspectors and program managers, you will conduct on‑site inspections of residential properties to evaluate physical conditions, identify code violations, and verify compliance with applicable program standards and regulations.
- Performing thorough inspections of housing units and developments funded by HOME, NHTF, and FLEX programs, assessing structural integrity, health and safety conditions, and habitability standards.
- Documenting inspection findings accurately, preparing detailed reports, and making recommendations for necessary repairs or corrective actions.
- Collaborating with property owners, developers, and contractors to communicate inspection results and facilitate timely resolution of deficiencies.
- Assisting in monitoring ongoing projects to ensure continued compliance throughout the affordability period.
- Learning and applying federal, state, and local housing codes, program guidelines, and funding requirements.
- Participating in training sessions, site visits, and team meetings to build knowledge and skills in housing inspection and program administration.

Minimum QualificationsFive (5) years of experience in corporate marketing and business development or business experience including residential and/or commercial financing to include leverage financing, strategic planning, financial planning and analysis or project management experience with industrial, environmental, housing or community development to include public financing or experience in urban planning and development.
Preferred Qualifications- Experience using Microsoft Office products.
- Experience managing competing priorities while meeting deadlines.
- Experience in drafting detail‑oriented reports.
Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
