Your Role

In this position you will work in the Office of Responsible Growth Unit, focused on comprehensive land use and community development planning and policy. This is an exciting opportunity to work with a comprehensive planning team that recommends policy priorities and advises and assists leadership in both the Executive and Legislative branches of government in developing plans, policies, programs, and legislation to promote sustainable land use.

Responsibilities

(Duties)
  • Assist in the development, adoption and implementation of the State’s comprehensive plan: the Conservation and Development Policies Plan (C&D Plan);
  • Identify, evaluate and make recommendations for tools to achieve state priorities around conservation and development and to promote sustainable land use among state, regional and local agencies;
  • Provide technical resources and assistance to staff, state agencies, and state and local government officials relative to a variety of comprehensive planning issues, such as transportation, housing, natural resources protection, hazard mitigation, resiliency, and economic development;
  • Assist in the administration of housing-growth related programs;
  • Assist coordinating with councils of governments and reviewing regional plans;
  • Review proposed legislation/regulations, conduct legislative research, and prepare legislatively mandated reports;
  • Develop statewide policies and provide advisory reports, as required, in support of the C&D Plan;
  • Represent OPM on various advisory boards, committees and work groups, as assigned;
  • Serve as OPM liaison to various state agencies, councils of government and municipalities.

Minimum Qualifications – General Experience

Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations. Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives.

Generally, these plans will impact statewide activities or a large‑scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.

Minimum Qualifications – Substitutions Allowed
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
