The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS), is seeking applications from experienced individuals for an Application Support Manager (Information Technology Manager
2) to support the Department of Children and Families (DCF).
- Full‑time, 40 hours per week
- First shift, 8:00 AM to 5:00 PM (with some flexibility)
- Centrally located in Hartford, CT (505 Hudson Street)
- Hybrid position eligible for telework under the Telework Policy
The Application Support Manager (IT Manager
2) oversees the team responsible for delivering second‑ and third‑level support for all DCF‑developed and/or hosted applications. Duties include incident and problem management, escalation of major incidents, production control, release processes, and guiding a transition from on‑premises to cloud‑based solutions.
- Collaborate with development and QA managers to ensure proper Dev Ops lifecycle processes.
- Lead and manage the team providing level 2 and 3 support for all DCF‑hosted applications.
- Oversee production control, release, and support processes.
- Implement and manage Dev Ops processes in support of in‑house and contracted development teams.
- Work closely with the DCF Development Manager, QA Manager, and vendors on testing and promotion of applications.
- Guide the team through strategic changes toward cloud‑based solutions.
- Serve as the primary escalation point for major incidents and provide status updates to senior IT and agency leadership.
- Prepare and present status reports on availability and performance using tools such as Solar Winds Orion.
- Contribute to disaster recovery and business continuity planning from the production support perspective.
- Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, IT analysis, and planning.
- Two (2) years of that experience in a supervisory capacity or one (1) year in a managerial capacity (e.g., Information Technology Supervisor or Manager).
- Preferable experience with Salesforce, Mule Soft, Azure SQL Server, Tableau, Microsoft Azure Dev Ops Server, Microsoft Team Foundation Server, 24/7 call‑out support, Dev Ops practices, and IIS-hosted applications on Windows Server 2016 or higher.
- Experience utilizing Salesforce as a SaaS Customer Relationship Management solution.
- Experience with Mule Soft, Azure SQL Server, and Tableau.
- Experience with Microsoft Azure Dev Ops Server or Microsoft Team Foundation Server.
- Experience providing 24/7 call‑out support for business‑critical enterprise systems.
- Experience working in an environment that utilized Dev Ops practices.
- Experience with Microsoft Internet Information Services (IIS) hosted applications on Windows Server 2016 or higher.
