Open Data Analyst (Research Analyst)
State of Connecticut – Hartford, CT
OverviewOCAM Office of Policy and Management seeks an Open Data Analyst to develop and update open data resources, support transparency, and collaborate with state agencies.
Responsibilities- Develop, update, and publish open data resources, including managing public data requests, monitoring data quality, conducting metadata audits, and archiving datasets.
- Assist in publication of open data with executive branch agencies, including developing open data access plans and maintaining selected datasets for OPM and other agencies.
- Create data stories and dashboards using open data and develop data visualization options.
- Provide technical support for open data, including resolving technical issues with the open data portal, onboarding new users, automating data updates, and integrating with geodata portal.
- Develop and implement training and outreach for data users, onboard new agencies and users, and plan for annual Open Data Day.
- Manage communications with open data users through email, Teams, and in-person meetings.
- Develop and implement documentation and guidance for data governance, data cataloging, record retention, and data retirement policies.
- Assist in development of biennial state data plan, Data Board meetings, and OPM data governance meetings.
- Maintain OPM website for open data related content.
- Six (6) years of professional experience in research, data analysis, or economics.
- College training may be substituted for general experience up to four (4) years for a Bachelor's degree.
- A Master's degree in economics, statistics, or a closely related field may be substituted for one (1) additional year of general experience.
- Experience working in state, municipal, or federal government.
- Experience using R and/or Python for data analysis.
- Experience designing compelling graphics, reports, or dashboards to present key findings.
- Experience with data analysis techniques and basic statistical concepts.
- Experience developing workflows, templates, and standard operating procedures to streamline processes and improve user experience.
- Experience managing, cleaning, and analyzing large datasets.
- Experience working in a fast‑paced environment.
- Experience explaining complex, technical subject matter to a general audience.
