Open Data Analyst (Research Analyst)
Join the Connecticut Department of Administrative Services as an Open Data Analyst in the Data and Policy Analytics Division (DAPA). The role focuses on developing, maintaining, and publishing open data resources to enhance government transparency and accountability.
Key Responsibilities- Develop, update, and archive open data resources, manage public data requests, monitor data quality, and conduct metadata audits.
- Assist in publishing open data with executive branch agencies and maintain selected datasets for OPM and other state agencies.
- Create data stories and dashboards using open data, and develop data visualization options.
- Provide technical support for open data portals, manage user accounts, automate data updates, and integrate with geodata portal (geodata.ct.gov).
- Develop and implement training, outreach, and documentation for data users, including onboarding new agencies and managing communication through email, Teams, and in‑person meetings.
- Assist in the development of the biennial state data plan, attend Data Board meetings, and support OPM data governance.
- Six (6) years of professional experience in research, data analysis, or economics.
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one‑half (1/2) year of experience up to a maximum of four (4) years for a Bachelor's degree, or a Master's degree in economics, statistics, or a closely related field for an additional year of experience.
- Experience in state, municipal, or federal government data analysis.
- Proficiency in R and/or Python for data analysis.
- Experience designing compelling graphics, reports, and dashboards.
- Ability to manage, clean, and analyze large datasets and develop workflows and standard operating procedures.
- Strong communication skills and ability to explain complex technical subject matter to a general audience.
