Open Data Analyst (Research Analyst)
Location:
Hartford, CT. This full‑time (40 hrs/week) position reports to the Office of Policy and Management, Data and Policy Analytics Division (DAPA).
- Develop and update open data resources, including managing public data requests, monitoring data quality, conducting metadata audits, and publishing and archiving datasets.
- Assist in publishing open data with state and executive branch agencies, supporting agency open data access plans and maintaining selected datasets for OPM and other agencies.
- Develop data stories, dashboards, and visualizations using open data; design data storytelling and analytics products.
- Provide technical support for open data portal, including user accounts, onboarding, automated data updates, and integration with GIS tools.
- Develop and deliver training and outreach for data users, plan annual Open Data Day, and on‑board new agencies and users.
- Manage communications with open data users via email, Teams, and in‑person meetings.
- Develop and implement documentation, guidance, and policies for data governance, data visualization, cataloging, records retention and data retirement.
- Assist with biennial state data plan, Data Board meetings, OPM data governance, and agency data officer meetings.
- Maintain and update OPM website with open data related content.
- Minimum six (6) years of professional experience in research, data analysis, or economics.
- Knowledge of research methods, statistics, and data analysis techniques.
- Strong interpersonal, oral and written communication skills.
- Proficiency with R and/or Python and experience designing graphics, reports, and dashboards.
- Experience managing, cleaning, and analyzing large datasets.
- Experience with data governance, metadata, and data quality management.
- Experience developing workflows, templates, and standard operating procedures to streamline processes.
- Experience explaining complex, technical subject matter to a general audience.
- Experience working in state, municipal, or federal government.
- Experience with data analysis techniques and basic statistical concepts.
- Experience managing, cleaning, and analyzing large datasets.
- Experience working in a fast‑paced environment.
- Experience explaining complex, technical subject matter to a general audience.
