The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS), seeks an experienced Application Support Manager (IT Manager
2) to support the Department of Children and Families (DCF).

- First shift, 8:00 AM to 5:00 PM, with some flexibility based on operational needs.
- Centrally located in Hartford, CT (505 Hudson Street).

The Application Support Manager will manage the team responsible for providing second and third level support for all DCF-developed and/or hosted applications. Reporting to the Customer Success Manager, you will oversee critical application support via various channels, ensuring professional incident and problem management.
Key responsibilities:
- Act as the primary escalation manager for major incidents.
- Provide updates to senior leadership.
- Guide the team in transitioning from on-premises to cloud-based solutions.
- Collaborate with development and QA managers to ensure proper processes in the Dev Ops lifecycle.
- Contribute to disaster recovery and business continuity planning.
- Manage and lead the team responsible for level 2 and 3 support.
- Oversee the team's production control, release, and support processes.
- Oversee the team's implementation and management of Dev Ops processes.
- Work closely with DCF Development Manager, QA Manager, and vendors to ensure appropriate processes are followed.
- Act as the primary management escalation point for major incidents impacting DCF hosted applications.
- Provide major incident status updates to senior IT and Agency leadership.
- Prepare and present status reports on the availability and performance of DCF hosted applications using tools such as Solar Winds Orion.
- Provide input to disaster recovery and business continuity planning from the production application support point of view.
Additional duties include but are not limited to:
- Plan, organize, and manage all operations and activities of an IT services unit.
- Establish priorities for systems development and IT projects.
- Coordinate, plan and manage solution architecture projects.
- Direct planning, design and implementation of complex storage solution configuration.
- Develop plans for future utilization of IT services.
- Ensure alignment with agency requirements and business strategy.
- Lead and influence the development of standards and decisions regarding changes to systems and applications.
- Oversee IT projects from conception to completion.
- Work with leadership team to maximize cross‑team contributions.
- Provide timely resolution of all customer service issues.
- Interface regularly with clients/customers.
- Stay abreast of local, regional and national industry trends.
- Leverage technological solutions to meet business needs.
- Lead recruitment and hiring of staff.
- Perform related duties as required.
Minimum General
Experience:
10 years in computer or network administration, architecture, operations, production control, systems development, IT analysis and planning.
Minimum Special
Experience:
2 years supervisory capacity or 1 year managerial capacity within the general experience.
Substitutions:
College training or degree in computer science, MIS, or related field can substitute for experience.
Preferred qualifications:
- Experience with Salesforce, Mule Soft, Azure SQL Server, Tableau.
- Experience with Microsoft Azure Dev Ops or Team Foundation Server.
- Experience providing 24/7 call‑out support.
- Experience with Dev Ops practices.
- Experience with Microsoft IIS on Windows Server 2016 or higher.
