Position: Information Technology Manager 2 (Data Services Manager).
Department: State of Connecticut, Department of Administrative Services, Bureau of Information Technology Solutions.
- Full Time, 40 Hours/week
- First Shift (Monday through Friday)
- Hybrid
- Direction and coordination of information technology services to agencies throughout the State.
- Staff management and oversight of efficient operational and strategic processes including product life cycle management, service request fulfillment, incident response, problem management, and management reporting.
- Administrative activities such as staff resource planning for projects, enhancements, operational sustainment, day‑to‑day and on‑call support activities.
- Other duties as assigned.
The State of Connecticut is undergoing a strategic optimization of its IT resources to deliver enterprise‑wide services in more efficient and innovative ways. The Department of Administrative Services Bureau of Enterprise Systems and Technology (DAS BEST) is joining forces with the majority of Executive Branch agency IT organizations to form a new, centralized team under the Bureau of Information Technology Solutions (BITS).
Responsibilities(Examples)
- Plan, organize and manage all operations and activities of an information technology services unit, ensuring all data processing or IT needs are met.
- Establish priorities for systems development and IT projects in accordance with agency requirements.
- Coordinate, plan and manage solution architecture projects.
- Direct planning, design and implementation of complex storage solution configuration.
- Develop plans for future utilization of IT services within the overall agency program.
- Align IT planning with business strategy and manage information systems activities across IT infrastructure, applications development, and support.
- Oversee IT projects from conception to completion and work with leadership to maximize cross‑team contributions.
- Lead IT operations to ensure exceptional quality and timely response to all customer service issues.
- Interface regularly with clients/customers and stay abreast of industry trends.
- Coordinate the use of key people, resources, technologies, processes, and capabilities to reach strategic goals.
- Foster collaboration by promoting cooperative goals, building trust, and enlisting others in a common vision.
- Strengthen staff by providing choice, developing competence and offering visible support.
- Leverage technological solutions to meet business needs and lead recruitment, hiring, outreach, interview and selection of staff.
- Perform related duties as required.

- Business Knowledge – knowledge of the technical, professional, procedural and legal requirements of the specific IT area.
Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, IT analysis and planning.
