Position Summary
The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS), is seeking an Information Technology Manager 2 (Data Services Manager) within the Bureau of Enterprise Systems and Technology/Compute Services Division. This is a full‑time, 40‑hour per week position with a first shift Monday through Friday. Hybrid work location: 450 Columbus Blvd, Hartford, CT.

- Lead direction and coordination of information technology services to agencies throughout the State.
- Manage staff and oversee efficient operational and strategic processes including product life cycle management, service request fulfillment, incident response, problem management, and management reporting.
- Plan, organize, and manage all operations and activities of an information technology services unit, overseeing information systems activities within areas such as IT infrastructure and architecture, applications development, networks, computer operations and support.
- Coordinate, plan, and manage solution architecture projects and oversee all phases of projects from conception to completion utilizing PMI standards.
- Develop plans for future utilization of information technology services in the overall agency program and align information technology planning with the business strategy.
- Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.
- Two (2) years of the General Experience must have been in a supervisory capacity or one (1) year of the General Experience must have been in a managerial capacity.
- College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. A Master’s degree may be substituted for one additional year of the General Experience.
- Experience managing technical teams and Information Technology operations in both on‑prem and cloud environments.
- Experience in strategic planning, problem‑solving, and cross‑domain team management.
- Experience using Key Performance Indicators (KPIs) and performance metrics to track success.
- Experience analyzing data and implementing performance‑improvement strategies.
