The Director of Program Monitoring and Fiscal Review leads the grants and contracts unit, which is responsible for executing contracts, MOAs, and conducting competitive procurement of services for the Office of Early Childhood. The Director role holds responsibility for a large, complex portfolio of grants and contracts and leads evaluation and fiscal review for contracted entities. This role ensures program effectiveness, regulatory compliance, and responsible stewardship of public resources.
- Directing the drafting and execution of all grant and contract agreements for the Office of Early Childhood
- Ensuring compliance with all applicable state and federal laws and regulations
- Directing evaluation of grant or contract funded programs to inform funding decisions and ensure appropriate use of resources
- Communicating with the Office of Attorney General regarding grants and contracts execution
- Reviewing and analyzing complex financial records, audits, and reports to identify irregularities or potential fraud
- Using data systems to prepare fiscal and statistical analyses; overseeing the use of CTSource and CORECT to conduct agency business
- Developing policies related to grants and contracts oversight
- Supervising and evaluating staff, including assigning work
- Coordinating with internal and external partners to support program activities
Ten (10) years of experience in a combination of public administration and fiscal administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCETwo (2) years of the General Experience must have been in a supervisory capacity over professional staff.
NOTE:
Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.
For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master’s degree in business administration, public administration or public health may be substituted for one (1) additional year of the General Experience.
- Experience supervising a team responsible for grants and contract administration, including contractor performance evaluations.
- Experience managing contracts, including drafting, reviewing, and interpreting contract language.
- Experience navigating and managing the Attorney General review process.
- Experience advising senior leadership on state of Connecticut (CT) procurement standards, RFP, RFA development and requirements.
- Experience with CT state systems such as CORE CT (e-procurement and contract modules) and CTSource.
- Experience developing or implementing policies and processes related to contract oversight, program evaluation, and fiscal management.
In a state agency this class is accountable for directing program compliance evaluation and fiscal review for all grants and contracts administered by the agency.
