Programmer/Developer – Salesforce Developer

Project Overview

The Department of Children and Families relies on core, mission‑critical applications such as CT‑KIND and IV‑E, Connecticut’s Federally‑reimbursed Statewide Automated Child Welfare Information System (SACWIS). These systems, implemented in 1996, serve more than 2,000 social workers and case managers and continue to evolve to meet state and federal legislation, compliance with the 1991 Juan F. Consent Decree, and the agency’s goal of improving safety, permanency and well‑being for children in care.

The agency is currently developing the next‑generation Comprehensive Child Welfare Information System (CCWIS).

Scope of Work

The role requires a senior level full‑stack developer who will participate in all phases of the software development life cycle (SDLC): requirements verification, design, development, testing, maintenance, and support of existing custom Salesforce applications as well as the new CT‑KIND system. The developer will collaborate with the System Integrator to ensure knowledge transfer and ongoing maintenance of the solution for assigned modules.

  • Lead work from requirements to implementation.
  • Engage in SDLC activities and produce/maintain required technical documentation.
  • Design and develop Salesforce APEX, Lightning pages, Visual‑Force pages, and related components.
  • Apply advanced OOP principles and design patterns in Apex.
  • Work with configuration, CRUD, SOQL, and overall system design.
Required Skills & Experience
  • Minimum 5 years of Salesforce development with strong Apex/OOP skills.
  • Proficiency in Salesforce Lightning, Visual‑Force, Apex, SOQL, and CRUD.
  • Experience with Salesforce design patterns and configuration.
  • Knowledge of .NET OOP and SOA.
  • Experience with JavaScript frameworks (preferred).
  • SQL proficiency.
  • End‑to‑end web development experience.
Administrative Considerations
  • Full‑time, 40 hrs per week, Monday – Friday, 8 AM – 5 PM.
  • Schedule is subject to DCF IS Management oversight.
  • Compliance with Vendor Qualification, DCF Child Protection Background Check, and DCF Non‑Disclosure Agreement required.
  • Candidate must be a U.S. citizen or lawful permanent resident.
