The Plant Safety, Health, and Environmental (SHE) Specialist is responsible for ensuring a safe, secure, and environmentally responsible workplace at the Hattiesburg, Mississippi Plant. This role includes overseeing occupational safety and health, emergency response, security, and environmental performance. The SHE Specialist will lead efforts to strengthen the plant's safety culture, promote continuous improvement, and support Zeon's SHE vision by encouraging strong management support and active employee involvement.
JobFunctions/Accountabilities (Essential & Marginal)
- Communicates with interested parties regarding facility safety, health, security and environmental issues.
- Upholds safety, health, security, emergency response and environmental procedures, communicating directly and supporting the SHE department to ensure OSHA, EPA, DOT and DHS compliance at all times.
- Implements and supports Corporate SHE programs at site, ensuring policies and procedures are compliant with corporate policies and regulatory standards.
- Ensures a safe and environmentally sustainable operation of the ZCLP Mississippi Plant facility by incorporating proper procedures, equipment controls and training to meet or exceed all standards, laws, rules, and regulations.
- Develops proactive strategies in occupational safety management and leads implementation/achievement of occupational safety programs, standards, management systems and procedures to ensure operational excellence and sustainability.
- Develops and executes programs to reduce and eliminate the risk of incidents of process, equipment, and system-related injuries and illness, exposure and property loss.
- Collaborates with other functions and sites including Research and Development, Engineering, and Operations to execute the safety strategy.
- Ensures OSHA-required safety training and environmental training programs meet compliance standard requirements and are conducted for all employees and contractors, using innovative methods to make training interesting, relevant and effective.
- Maintains and monitors MS Plant fire water, detection, alarm and extinguishing systems.
- Responds to on-site alarms, incidents, emergencies and accidents as necessary.
- Ensures immediate incident reporting protocol is followed per EPCRA, CERCLA, etc. and corporate policy.
- Provides guidance to sites regarding state and federal safety, emergency response and security standards and makes recommendations for program improvements.
- Participates in investigations of safety-, environmental- and security-related incidents to provide feedback on root cause and necessary corrective actions.
- Obtains, renews and complies with permits for all environmental media as required.
- Ensures all environmental compliance records are complete and organized and all reporting requirements are met and submitted in a timely manner.
- Conducts site vulnerability analyses and ensures compliance with Department of Homeland Security Chemical Facility Antiterrorism Standard requirements.
- Conducts and/or coordinates on-site equipment inspections and work area and behavioral inspections to audit both physical conditions and safe work practices to ensure the highest SHE standards are being maintained throughout the plant.
- Serves as Hazmat Technician, Incident Commander and first responder to emergencies as necessary.
- Participates in Corporate and site SHE integrated management system and compliance audits, reports on findings, makes recommendations for correction of issues and continuous improvement, and directly supports the site's risk reduction efforts.
- Participates in PHA meetings, leads the hazard review meetings for small- to moderate-size plant projects, and revalidates existing processes and documents results in PHA Works report. Also participates with Corporate in PHA/hazard evaluations of large projects.
- Reports key performance indicators (most importantly, leading indicators) to track the SHE management system and works with managers, engineers and others to keep process safety performance on track.
- Implements all fourteen (14) elements of the OSHA Process Safety Management standard and the additional requirements of EPA risk management plan rule, identifying gaps in any of the elements and implementing sustainable solutions to address them.
