Professional Engineer 1 (Civil/Transportation) NY HELPS - Region 10

Base pay range: $/yr - $/yr.
Duties- Supervises and trains permit reviewers on the Highway Work Permit process.
- Receives requests for work permits from prospective permit tees for Major and Minor Permits, and provides them with forms, information and standards.
- Coordinates all Main Office and FHWA inputs, and acts as the liaison to oversee coordination for Major and Minor Commercial Permits that are expected to impact traffic.
- Ensures that SEQR requirements, if any, have been complied; coordinates with appropriate Regional Groups involved in SEQR reviews and acts as liaison for Major and Minor Commercial Permits.
- Updates permit tees routinely on the status of the application, informing them promptly of any unanticipated situations that could delay issuance of the permit.
- Incorporates appropriate Regional Group inputs into permit requirements.
- Issues approved Highway Work Permits.
- May serve a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
- Either (1) a New York State Professional Engineer license, current registration, and a qualifying bachelor’s degree or higher; or (2) the same license, registration, and one year of full‑time qualifying engineering experience.
- Qualifying degrees:
Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, and Engineering Science with a recognized concentration in any of the above. - Qualifying experience:
One year of full‑time engineering experience on transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
- Applicants must be currently authorized to work in the United States on a full‑time basis.
- For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment; all candidates must meet the minimum qualifications.
- Employees hired under NY HELPS are expected to have their employment status converted to competitive status at a future date without reexamining.
