Location: East Honolulu
The Water & Power Division acts as counsel to the Department of Water & Power (DWP), its officers, employees, and the Board of Water & Power Commissioners.
The individual appointed to this position will assist the Supervising Attorney in overseeing the section and its work, including serving as acting Supervising Attorney in their absence. The primary responsibilities will include:
responding to claims filed under the California Government Claims Act that involve employment matters; reviewing and advising on responses to California Public Record Act requests that involve employment records; assisting DWP’s Labor Relations Office with grievance arbitrations, unfair employment relation practices (UERP) claims and discipline in civil service commission (CSC) hearings, and handling related writ actions.
At least 7 years of legal experience in labor and employment law; seasoned judgment and problem-solving skills; demonstrated ability to effectively analyze situations and provide timely well-founded advice and counsel.
Additional Requirements- Knowledge and familiarity with a variety of state and federal laws governing employment, predominantly including:
- discrimination, harassment and retaliation arising from Title VII, the Americans with Disability Act (ADA), the Age Discrimination in Employment Act (ADEA), the Fair Employment and Housing Act (FEHA), and 42 U.S.C. Section 1983;
- state and federal leave laws, such as the federal Family Medical Leave Act, the California Family Rights Act, and state and federal military leave laws arising under the California statutes and USERRA;
- whistle blower statutes, such as Labor Code sections 1102.5 and 6310;
- privacy rights arising out of the state or federal Constitutions and the state and federal medical privacy laws.

- Demonstrated high level verbal, communication, and advocacy skills.
- Ability to work as a team with other members of the practice group.
- Ability to work effectively and professionally with public officials, department personnel, and members of the public.
- Supervisory experience is desirable but not required.

The DWP Division is located at 221 N. Figueroa St., Suite 1000, Los Angeles, CA. Position is subject to assignment at any location of the Office of the Los Angeles City Attorney.
ProbationAppointment to this exempt position (non-Civil Service) will be subject to a two year probationary period as required by Section 1050 of the City Charter. Successfully completing this probationary period will result in tenure with the office.
