Position Overview:As an Administrative Supervisor within ESD’s Professional Licensing Bureau, you will lead staff who directly support Montana’s professional and occupational licensing boards. This position plays a pivotal role in assisting the Executive Officer Team with implementing board actions, ensuring compliance with state law, and supporting transparent, effective governance. You’ll apply strong supervisory and problem-solving skills to guide staff in managing board operations, licensing workflows, and stakeholder interactions.
Working collaboratively across the division, you will help align daily operations with DLI’s broader mission to promote innovation, accountability, and public trust in Montana’s workforce systems.
The Administrative Supervisor will:
- Lead, mentor, and evaluate the Executive Officer Team, providing direction, coaching, and performance feedback to ensure board operations align with DLI standards, state law, and best practices in public administration.
- Establish operational priorities and accountability measures for Executive Officers overseeing multiple licensing boards; monitor progress and results to ensure consistent, legally compliant, and efficient outcomes across programs.
- Partner closely with the ESD and Bureau leadership teams to coordinate board governance activities, ensuring all meetings, agendas, communications, and decisions are conducted in accordance with Montana law, administrative rules, and departmental policy.
- Analyze Bureau wide board operations and licensing workflows to identify trends, operational challenges, and improvement opportunities; implement data driven solutions that enhance program effectiveness, transparency, and public confidence.
- Oversee the integrity of official board records, decisions, and reports to ensure compliance with open meeting laws and proper documentation for public and legal reference.
- Provide fiscal oversight of assigned boards and licensing programs by reviewing expenditures, forecasting resource needs, and aligning budget goals with strategic priorities and statutory mandates.
- Serve as a key liaison between the Executive Officers, other Bureau supervisors, and DLI executive leadership to promote collaboration, consistency, and shared accountability across all professional licensing programs.
- Develop and refine policies, procedures, and standard practices that strengthen statewide licensing operations, support staff development, and improve service delivery to licensees, applicants, and the public. Model and cultivate a culture of professionalism, inclusivity, and ethical public service that emphasizes responsiveness, employee growth, and the Department’s mission to protect Montanans through effective professional licensing oversight.
