The opportunity has arisen to join Dacorum Borough Council as Estate Services Lead Officer within Housing Management.

This role has been created as part of the Housing Transformation and Improvement Programme and offers an opportunity to help embed and develop the new Estate Services operating model.

This is an important leadership role within the Estate Services structure and provides an opportunity to support and develop a high-performing frontline service responsible for maintaining clean, safe and welcoming communal areas across our housing stock. The role will play a key part in ensuring that Estate Services continue to deliver excellent standards for residents whilst supporting service resilience, operational consistency and continuous improvement.

As Estate Services Lead Officer, you will provide day-to-day operational leadership, quality assurance and coordination across the service. You will support Estate Services Supervisors, act as the first point of escalation for complex operational issues and provide assurance to the Estate Services Manager regarding service performance, compliance and emerging risks.

The role is responsible for maintaining high standards across a range of estate services activities, including communal cleaning, window cleaning, void clearance activity, fly-tipping responses and wider estate-related services. You will work closely with colleagues across Housing Management and other Council services to ensure a coordinated and resident-focused approach to service delivery.

We are looking for someone with experience of working within an operational, estates, cleaning, facilities or similar service environment, together with experience of supervising or supporting frontline teams. The successful candidate will be able to provide effective operational leadership, maintain quality standards, identify service improvements and support Supervisors to deliver safe and effective services.

You will have excellent communication skills, a strong understanding of operational risk and health and safety requirements, and the ability to work collaboratively across services whilst promoting professionalism, accountability and continuous improvement.

This role provides an opportunity to help shape the future of Estate Services and to contribute to the delivery of high-quality housing services that make a visible difference to our residents and communities.

Applicants must have a driving licence that is valid in the UK and access to their own vehicle.

A Basic Disclosure check will be undertaken to ensure that the successful candidate has no relevant convictions.

The Final date to receive applications will be midnight on the closing date shown in the advert details.

Information for applicants on Local Government Reorganisation

The Council is going through a major change as part of Local Government Reorganisation (LGR) and devolution. This means that the district and borough councils in Hertfordshire will be replaced by a smaller number of new unitary councils.

What this means for you

If you join Dacorum Borough Council between now and 31 March 2028, you will move to a new organisation on 1 April 2028. Your role will transfer to the new authority, but the way you work and who you report to may change.

While this may be different from what you are used to, it is also a rare and exciting opportunity to join Dacorum at a time of real change.

You will have the chance to help shape the future of local services and be part of building something new.

The new unitary councils will create opportunities for innovation, growth, and better public services. They will offer a more joined-up and forward-looking working environment for employees.

We are committed to supporting our staff and continuing to deliver high-quality services for residents throughout this change.
Together, we are building a better future.
