LOCATION: Office in Hermiston, Oregon (Regional position providing services in Umatilla, Morrow, Wheeler, Gilliam & Grant Oregon Counties)

FLSA: Exempt (Expectation of working 40 hours a week)

SUPERVISOR: Forensics Program Manager

PAY GRADE: Clinical Supervisor I B12 ($73,900-$111,600 annually, depending on experience)

$5,500 Hiring Bonus!!

DESCRIPTION

The Civil Commitment Clinical Supervisor, under the supervision of the Forensics Program Manager, is responsible for the day‑to‑day oversight of assigned mental health and/or addictions clinicians. The Clinical Supervisor plans, assigns, directs and reviews the clinical work of Qualified Mental Health Professionals (QMHPs). They ensure that the relevant Oregon Administrative Rules (OAR’s) are adhered to, monitor quality assurance, and develop and monitor treatment protocols.

Additionally, this position will be responsible for conducting mental health investigations, monitoring civil commitment cases, and assisting with the management of active civil commitment cases.

SUPERVISION Supervision Received

This position is supervised by the Forensics Program Manager and supported by the Clinical Director &/or Clinical Manager.

Supervision Exercised

This position directly supervises all assigned clinical staff in the mental health programs.

RESPONSIBILITIES
  • Provide clinical supervision and oversight on a daily and regular basis to assigned clinicians, focusing on civil commitment investigator supervision. Ensure that care is of the highest clinical standards and consistent with CCS philosophy and policy.
  • Become certified as a Mental Health Civil Commitment Investigator and maintain certification ongoing.
  • Initiate holds, provide civil commitment investigations, and work with the hospitals, case workers and the state and other individuals/agencies for all individuals in the civil commitment process.
  • Collaborate with attorneys, judges, and other legal entities to provide clinical insight and documentation during civil commitment hearings and reviews. This position will work closely with community partners to ensure positive relationships between CCS and community partners.
  • Ensure civil commitment data is collected and processed appropriately and reports are submitted in a timely fashion to the appropriate entities.
  • Support transitions for individuals who are civilly committed or at risk of civil commitment, including those involved in the criminal‑legal system, to remain in the community and out of institutions.
  • Advocate for diversion to civil commitment processes during transition and service coordination for individuals in the criminal‑legal system.
  • Work with PSRB team to ensure that clients are receiving appropriate services, particularly with the extremely dangerous person’s commitments
  • Ensure that assigned clinicians are experienced of current evidence‑based practices (EBPs), implement EBP’s, and ensure that the agency is meeting or exceeding standards of good clinical outcomes.
