Vice President, Treasury Financial Modernization (4918)
SMX is seeking a highly experienced VP, BPA Program Manager to lead and oversee a Treasury-wide Blanket Purchase Agreement (BPA) supporting Core Financial System consolidation, and modernization to a FM QSMO approved Core FS based on Oracle Cloud ERP.
The BPA Program Manager will serve as the single accountable leader for program governance, delivery oversight, risk management, and client engagement across all task orders issued under the BPA. This role requires deep expertise in federal financial management, shared services, and large‑scale Financial Management technology transformation, along with the ability to manage multi‑vendor teams and senior Treasury stakeholders.
This role is central to SMX’s strategy to provide independent program leadership, governance, and continuity across Treasury financial modernization efforts. The BPA Program Manager ensures the government receives a vendor‑neutral, outcomes‑focused program authority while coordinating delivery across multiple partners.
- Serve as the overall BPA Program Manager, responsible for execution, performance, and compliance across all task orders
- Establish and lead program governance structures, including executive steering committees and integrated program reviews
- Act as the primary interface with OMB and Treasury leadership, including CFO, CIO, QSMO and Bureau‑level stakeholders
- Ensure alignment with Treasury policies, OMB guidance, and QSMO requirements
- Ensure alignment with subcontractor agreements
- Oversee end‑to‑end lifecycle delivery of financial modernization initiatives, including:
- Requirements and solution design
- ERP implementation and integration
- Data migration and financial consolidation
- Transition to operations and sustainment
- Coordinate delivery activities across multiple subcontractors, systems integrators, and OEM partners
- Ensure schedule, cost, and quality objectives are met across all task orders
- Manage BPA‑level budgets, task order funding, and performance metrics
- Identify, track, and mitigate program risks and issues
- Ensure compliance with FFMIA, OMB A‑11/A‑123, Treasury Financial Manual (TFM), and audit requirements
- Coordinate responses to GAO, Treasury OIG, and internal audit inquiries or IV&V, as required
- Lead stakeholder engagement and communications across Treasury bureaus
- Oversee organizational change management (OCM) activities to support adoption of new financial systems and processes
- Facilitate cross‑bureau coordination and alignment
- 15+ years of professional experience
- 10+ years managing large federal programs or portfolios ($25M+)
- 5+ years serving as a Program Manager or Deputy Program Manager on:
- Federal financial management systems, Oracle preferred.
- ERP modernization or shared services programs
- Demonstrated experience supporting Treasury, CFO Act agencies, or federal financial QSMO initiatives
- Strong knowledge of:
- Federal financial management and reporting
- FFMIA compliance
- OMB Circulars (A‑11, A‑123)
- Treasury Financial Manual (TFM)
- Experience with financial consolidation, system migration, or shared services adoption
- PMP, FAC‑P/PM or DAWIA Level III (PM) strongly preferred
- Ability to obtain and maintain a Public Trust clearance
- Direct experience supporting Treasury bureaus (e.g., Bureau of Fiscal Service, IRS, BEP, US Mint, OCC)
- Experience with Treasury Core Financial Systems and shared services or other federal shared services models
- Program management experience on Oracle Federal Financials or Oracle Cloud ERP
- Experience managing large consulting or systems integration partners
- Strong executive communication, presentation and briefing skills

The proposed salary for this position is: $200,000 USD – $300,000 USD
