ResponsibilitiesWhat You’ll Do:
- The Senior Manager, Labor Relations serves as a strategic partner and subject matter expert overseeing collective bargaining and labor strategy across multiple government contracting programs. This position is responsible for developing and executing strategies that promote positive union relationships, ensure compliance with the National Labor Relations Act (NLRA) and Service Contract Act (SCA), and protect the organization’s operational and financial interests.
- The role partners with senior leadership, HR Business Partners, Legal, Contracts, Finance, and Operations to guide negotiations, resolve grievances, and strengthen employee engagement across represented work forces. The Senior Manager also provides leadership and mentorship to Labor Relations Managers and Specialists supporting both Aerospace Systems and Mission Support business lines.
- Lead collective bargaining agreement (CBA) negotiations and develop comprehensive labor strategies that align with program, customer, and business objectives.
- In‑depth understanding and the ability to apply technical principles, theories, and concepts of the Labor Relations field.
- Advise program and functional leadership on contract interpretation, grievance handling, arbitration, and compliance with the NLRA, SCA, and other labor‑related laws and regulations.
- Partner with Legal, Contracts, and HR Centers of Excellence to ensure labor strategies, practices, and communications are consistent, compliant, and aligned with enterprise goals.
- Guide and develop Labor Relations Managers and Specialists through coaching, training, and knowledge sharing to enhance capability and consistency across business lines.
- Represent the company in union meetings, labor‑management committees, and board hearings as needed.
- Monitor labor trends, CBA renewals, and negotiation outcomes to identify risks and opportunities; maintain internal databases and reports to support planning and cost analysis.
- Collaborate with Finance and Pricing to develop and validate labor cost models, fringe and benefit assumptions, and economic proposals for negotiations and bids.
- Partner with HRBPs for labor disputes, risk mitigation, and employee relations concerns involving represented employees.
- Maintain in‑depth knowledge of applicable employment and labor laws, reducing risk and ensuring regulatory compliance.
- Recommend solutions to management to resolve grievances.
- Strictly maintain the confidentiality of sensitive information and company‑proprietary data.
Minimum Qualifications
- Education / Certifications:
One‑year related experience may be substituted for one year of education, if a degree is required. - Bachelor’s degree in human resources, Labor Relations, Business Administration, or related field required.
- SHRM‑CP/SCP or SPHR certification desirable.
- 10+ years of progressive HR or Labor Relations experience, with at least 5 years supporting collective bargaining and unionized work forces.
- Demonstrated success in leading or co‑leading CBA negotiations, grievance resolution, and contract administration.
- Experience in government contracting, aerospace, or defense environment required.
- Strong working knowledge of the Service Contract Act (SCA), Davis‑Bacon Act, and related labor compliance requirements.
- U.S. Citizenship required.
- Deep understanding of labor law, collective bargaining, and grievance/arbitration processes.
- Excellent negotiation, communication, and influencing skills across all levels of leadership.
- Strong analytical and financial acumen with ability to interpret and model labor economics.
