We are seeking a Quantity Surveyor to support the commercial and cost management of capital investment programmes within a regulated utilities environment. The role will focus on ensuring strong cost control, effective risk management, and robust commercial governance across NEC4-led infrastructure projects.
Working closely with project, engineering, and programme teams, you will provide hands‑on commercial support from early project development through to final account, helping to protect value and ensure compliant, efficient delivery of regulated capital investment.
Key Responsibilities Commercial & Cost Management- Deliver end‑to‑end cost and commercial management across Cap Ex‑funded utility and infrastructure projects.
- Prepare, manage, and control project budgets, forecasts, and cost reports in line with governance requirements.
- Monitor cost performance, identify variances, and support corrective action planning.
- Administer NEC4 contracts, including Early Warnings, Compensation Events, payment mechanisms, and final accounts.
- Manage change control and ensure timely, compliant commercial communications.
- Support contract strategy, option selection, and commercial mechanisms appropriate to risk and scope.
- Identify, manage, and mitigate commercial and contractual risk throughout the project lifecycle.
- Maintain accurate commercial records, audit trails, and reporting to meet regulatory and assurance standards.
- Support compliance with internal controls and external regulatory frameworks.
- Act as a commercial partner to project managers, engineers, and delivery teams.
- Manage commercial relationships with contractors and consultants, monitoring performance against contractual and financial metrics.
- Support dispute avoidance and issue resolution through proactive commercial management.
- Support value engineering and cost optimisation initiatives while maintaining safety, quality, and regulatory compliance.
- Contribute to continuous improvement in commercial processes, reporting, and contract management.
- Proven Quantity Surveying or commercial management experience within regulated utilities or infrastructure.
- Strong hands‑on experience administering NEC4 contracts.
- Experience working on Cap Ex or investment‑led infrastructure projects.
- Strong understanding of cost forecasting, change control, and financial reporting.
- Confident stakeholder management skills across multi‑disciplinary teams.
- Experience in water, energy, nuclear, rail, or similar regulated sectors.
- RICS membership or working towards accreditation.
- Degree (or equivalent) in Quantity Surveying, Commercial Management, or a related discipline.
- Strong commercial judgement with a pragmatic, delivery‑focused mindset.
- Highly organised, detail‑oriented, and comfortable operating in regulated environments.
- Salary of £40,000 – £50,000, depending on experience
