YOUR PURPOSE
The City of High Point is looking for a knowledgeable and driven Stormwater Operations Analyst to lead efforts in improving and maintaining our stormwater management program. In this role, you’ll take the lead on ensuring compliance with the City's NPDES Phase II permit, supervise dedicated stormwater staff, and collaborate with engineers, developers, and residents to implement best practices. From reviewing development plans to conducting site inspections and spearheading public outreach, join our team and help make a real impact on the health and sustainability of our environment.

WHAT YOU’LL DO
- Develops a comprehensive strategy to ensure compliance with NPDES Phase II Stormwater Permit requirements.
- Evaluates existing City services against NPDES Phase II Stormwater Rules and identifies necessary changes to achieve full compliance.
- Supervises Stormwater Specialists and summer interns; reviews their reports and documentation; assigns and monitors projects to ensure timely and accurate completion.
- Conducts pre- and post-construction inspections of stormwater control measures (SCMs); prepares inspection reports; meets with property owners, engineers, and developers to discuss compliance; coordinates with maintenance contacts to address any maintenance or regulatory issues.
- Reviews development site plans submitted to the City and participates in weekly Technical Review Committee meetings.
- Manages the approval process for SCM construction sureties and ensures proper release once projects are completed and compliant.
- Reviews and helps revise sewer and stormwater Development Ordinances as needed; conducts investigations into illicit discharges, illegal connections, and spills.
- Maintains required records for SCMs and financial sureties; collaborates regularly with Accela IT and the Planning Department to troubleshoot issues, generate reports, and create data queries.
- Oversees and supports the development and implementation of public education, community involvement, and outreach programs related to stormwater.
- Represents the City at local, state, and other meetings to stay informed on stormwater-related issues and ensure continued compliance with federal and state regulations.
