Overview
Supervises, coordinates, and oversees County projects relating to the planning, design, construction, renovation, repair, and maintenance of existing and new public buildings and facilities; performs the most difficult and complex project planning, design and construction work; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Department of Public Works - Building Division in Hilo. Appointment may be made at any rate within the salary range advertised above at which appropriately qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list.
Temporary appointment may lead to conversion to permanent appointment.
- Supervises, directs, and coordinates the capital improvement building construction and repair activities for the County.
- Plans, develops, and implements a long range plan for the construction of new County facilities and the repair and maintenance of existing facilities, including the repair and service of building mechanical and electrical systems, and preventive maintenance programs.
- Oversees the department's projects relating to the planning, design, construction, renovation, repair, and maintenance of new and existing County facilities.
- Conducts on-site inspections of work in progress to ensure compliance with plans, specifications and adherence to codes, ordinances, regulations, laws, timetables and completion schedules.
- Operates vehicle to travel to inspection sites and meetings.
- Prepares, reviews, analyzes and resolves planning issues, designs, drawings, specifications, engineering reports, technical information and cost estimates involving complex buildings and structures and alteration work for structural adequacy and compliance with building, electrical, plumbing, sign, energy conservation, fire codes and other related ordinances and regulations and engineered systems.
- Works with multiple state and county agencies on project development and construction.
- Reads, interprets and approves construction plans, designs, and specifications for new and/or existing structures and facilities.
- Coordinates through subordinate staff the effective utilization of all available resources and maintains project records.
- Develops and implements operational policies, procedures, and standards.
- Coordinates and directs the work of consulting professional engineers, architects, planners, subordinate staff and others engaged in the planning, design and construction process.
- Plans, assigns and reviews the work of subordinates; recommends personnel actions including hiring, promotion, disciplinary actions, and terminations.
- Participates in conducting personnel investigations and resolves problems that arise.
- Investigates, analyzes, and resolves major issues encountered during the planning, design and construction process.
- Prepares, justifies, and monitors the section's operational and capital improvement project budget requests.
- Enforces and complies with all Federal, State, and County laws, regulations, and policies relating to occupational safety and health.
- Advises management on project priorities, status, and any major issues.
- Reviews and approves consultant and contractor submittals, project design/construction schedules, reports, change proposals/orders, progress payments, etc.
- Reviews, resolves and/or recommends resolution for consultant and contractor disputes.
- Prepares correspondence and technical reports.
- Performs other related duties as assigned.
Training and
Experience:
- Graduation from an accredited college or university with a baccalaureate degree in architecture, civil, electrical, mechanical, or structural engineering (scan and attach a copy of your official college transcript to your application).
- Four (4) years of registered professional architecture, civil, electrical, mechanical, or structural engineering work experience.
