Job Summary
Manages the functions and activities for the development, evaluation, negotiation and administration of energy power purchase agreements under the Energy Contract Management Department. Includes competitive bidding, feed‑in tariff, bilateral negotiations, and manages policies with Independent Power Producers, cogenerators, and qualifying facilities for Oahu, Hawaii Island, and Maui County. Acts as team lead for multi‑disciplinary groups and as primary negotiator for the Company.
EssentialFunctions
- Negotiates and administers power purchase agreements for Oahu, Hawaii Island, and Maui County, ensuring compliance, justifying terms, reviewing monthly payments, and directing liaison activities with independent power producers.
- Manages project priorities, supports completion of tasks through project teams, provides resources and direction to team members, and ensures team success.
- Plans, develops, and coordinates acquisition of renewable energy resources through RFPs, contract negotiations, and competitive procurement mechanisms for Oahu, Hawaii Island, and Maui County. Leads cross‑functional work teams and serves as expert advisor to senior management.
- Delivers planning and engineering expertise, prepares technical testimony and presentations to external agencies such as the Hawaii Public Utilities Commission, the State Legislature, and legal arbitration cases.
- Supports department priorities, implements policies and procedures, provides technical assistance to other departments, substitutes for the manager as needed, and represents the Company at community meetings or media requests.
- Participates in company emergency response activities as assigned.
- College‑level understanding of engineering and/or business principles and theories (bachelor’s degree or equivalent).
- Knowledge of renewable energy technologies, project management fundamentals, and PUC/environmental/state/federal regulations related to renewable projects.
- Understanding of common contract terms and conditions and proficiency with computer‑based software applications.
- Strong written, oral, and presentation skills with the ability to communicate with internal and external audiences.
- Demonstrated leadership, negotiation, and influencing skills; ability to handle confidential information.
- Analytical and organizational skills for forecasting, budgeting, and policy implementation.
- Self‑starter with the ability to manage multiple projects with competing priorities and minimal day‑to‑day direction.
- State of Hawaii driver’s license (or qualification to obtain).
- Minimum 5‑7 years of experience in power system planning, design, or operations; RFP development and implementation; contract negotiation, evaluation, and administration; or business development.
- Multiple years of experience with computers, information systems, and software applications such as MS Project and Excel.
- Years of analytical experience or demonstrated ability preferably with data and/or projects in renewable energy or related field.
Location:
Hilo – Hawaii Island.
Salary range: $107,700 – $139,800.
