Overview
Performs counseling and case management services for moderately difficult criminal cases; provides information, counsel, advice, and assistance to victims/witnesses of criminal acts; acts as liaison between the victims/witnesses and the criminal justice system agencies; and performs other related duties as required.

Extension of position beyond June 30, 2026 will depend on available funding. Grant funded positions are considered "temporary" and have a specific end date noted. Funding for these grants have continued for years, and the Office of the Prosecuting Attorney anticipates no changes in receiving this funding. Because grants are not guaranteed, positions must be defined as temporary.
(Appointment may be made at any rate within the salary range advertised above at which appropriately qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Responsibilities- Interview victims/witnesses of crimes to determine the nature and degree of immediate and long term assistance, such as medical, psychological, financial, or other needs.
- Provide immediate crisis counseling to victims traumatized by their experience.
- Inform victims of and make referrals to appropriate governmental or community agencies for support services.
- Act as liaison between the victims/witnesses and criminal justice system agencies.
- Counsel victims and/or witnesses as to their role in prosecution and the role of the prosecutor.
- Arrange witnesses’ schedules and testimony times and prepare them for the rigors of court proceedings.
- Arrange for transportation, hotel, and other travel accommodations.
- Work with deputy prosecutors to provide assessment of clients’ ability and strength as witnesses in a courtroom setting.
- Advocate on behalf of victims/witnesses in concurrence with attorneys, judges, and probation officers.
- Collect and compile information concerning cases; assist with obtaining restitution information and determine eligibility.
- Prepare correspondence, case records, reports, and other documents.
- Work with community organizations to establish aid to victims.
- Operate vehicle to meet victims and/or witnesses at various locations.
- May assist other Victim/Witness Counselors as needed.
- Combination of education and experience substantially equivalent to:
- Graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
- One (1) year of professional counseling or case management experience in a social service program that shall have included work related to the criminal justice system and crisis counseling such as experience with trauma informed care, direct therapeutic assistance with victims of crime, etc., and
- Possession of a valid State of Hawai‘i driver's license (Class
3) or any other valid comparable driver’s license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
