The Investments Accounting Operations Manager position provides backup for Investment Operations and Reconciliations desks as needed. This role works with QED and the team on LGIP enhancements. This role will work on special projects including but not limited to reconciliations and research. This position also serves on SCEIS S4 Hana investment team implementation serving as liaison for the State Treasurer's Office.
Thisposition is responsible for:
- Performing research and communication as necessary for management as well as Investments division, SCEIS, Federated, and all other partners. Actively identifies and recommends strategies and initiatives that improve the agency's financial programs/systems. Works on special projects as assigned.
- Reviewing the applicable daily, monthly, and quarterly SCEIS reports, reconciliations, and journal entries to ensure accuracy and reliability.
- Being familiar with SCEIS platform and functions in order to research and resolves complex investment accounting issues. Proactively researches solutions to prevent future events. Implements ongoing processes improvement initiatives. Identifies, tracks and reports on investment accounting issues.
- Year end reports, entries, reconciliations, and CGO reporting packages. Works collaboratively with LGIP team members for LGIP year end audit and financial statements. Works with management on responses to CGO and auditors and prepares necessary documentation.
- Working collaboratively with all team members and is an active, contributing member of the team to include supervision, motivation, and development of staff as well as managing all functional responsibilities. Continuously develops and maintains a productive working relationship within the Division, the STO and business partners and customers served. Fully commits in all training requirements and strives to meet the goals and objectives of these assignments.
Continuously reviews and updates work procedures (Desk Procedures, User's Guides, etc) so that these documents will be maintained in an accurate and usable manner to promote quality outputs. Provides leadership and direction to develop a cohesive, quality team that delivers excellent customer service as well as the skills and abilities necessary to support fulfillment of the division and agency's mission and strategic goals. - Assisting with banking and investment operations daily "desk" functions and provide process improvements as needed.

- A Bachelor's degree in accounting, finance or business management.
- Knowledge of the principles, practices, theories and terminology of accounting, banking or financial management.
- Knowledge of financial statement analysis.
- Ability to analyze and interpret complex financial data and reports.
- Must be proficient in Microsoft Office products with advanced expertise in Microsoft Excel.
- C.P.A. (Certified Public Accountant), preferred.
- Experience in reconciling bank account activity, and experience in accounting for and/or financial reporting.
- Must be proficient in Microsoft Office products.
- Ability to communicate effectively orally and in writing.
- Must be sensitive to the completion of tasks and meeting deadlines.
- Must demonstrate expertise in the use of automated accounting systems and/or financial reporting systems.
- Ability to identify and recommend strategies and initiatives that improve the agency's financial programs/systems.
- Sound knowledge of governmental accounting principles and practice, understanding of governmental financial statements, and the ability to analyze and interpret complex financial data and reports.
- Ability to interpret and apply rules and regulations.
- Must be a critical thinker who can reason through issues and provide solutions.
- Ability to interpret and apply rules and regulations.
- Must be able to safely lift and carry files, books and reports weighing up to 20 lbs.
- Must be able to sit, stand, and walk for intermittent periods of time.
- Must be able to reach, bend, and twist at the waist to perform filing, desk work and operate general office equipment.
