Senior Digital Project Manager

About the Role
As a Senior Digital Project Manager, you’ll lead a flagship, high-visibility digital transformation program for a major public sector client in Kuwait, directing the multi-platform migration of legacy e-Services into a unified, mobile-first ecosystem spanning enterprise web portals, mobile apps, and an enterprise-grade AI solution. Responsibilities
Lead  discovery phases to draft, validate, and secure sign-off on Business, System, and Customer Requirements documents.

Translate  high-level client mandates into precise technical user stories, API integration blueprints, and functional specifications across web, mobile, and AI microservices.

Partner  with enterprise architects on cloud infrastructure (primarily Microsoft Azure / Azure Government Cloud), ensuring adherence to data sovereignty, zero-trust security, and containerised deployment standards.

Oversee  UI/UX workflows in Figma, ensuring wireframes, design systems, and prototypes meet WCAG accessibility standards and client branding guidelines.

Own  project life cycles end-to-end across portal rebuilds, mobile app rollouts (iOS/Android), and AI model integration (LLM agents, conversational AI, NLP search).

Run  hybrid governance models (Agile for dynamic product development, Waterfall for milestone sign-offs, procurement, and budget compliance) while managing risks, SLAs, and program performance metrics.

Liaise  between senior government stakeholders, steering committees, and internal technical delivery teams to translate complex architecture into clear executive narratives.

Oversee  Performance, Security, VAPT, UAT, and operational readiness phases to ensure seamless handover and client IT team enablement.

About You
The essentials:
8+ years of progressive experience  in IT/digital transformation, with at least 5 years leading complex, large-scale portal, mobile app, and system integration projects.

Proven track record  delivering digital initiatives for Public Sector clients in Kuwait or the broader GCC region.

Deep technical delivery experience  spanning enterprise CMS platforms, microservices architecture, RESTful API gateways, and native/hybrid mobile frameworks (React Native, Flutter, iOS/Android).

Practical experience integrating AI technologies  (e.g., LLM agents, conversational AI, NLP-driven search, RPA) into public-facing digital channels.

Solid knowledge of Microsoft Azure cloud topology  (including Azure AD/Entra ) alongside working knowledge of GCC data privacy laws, cybersecurity frameworks, and national e-KYC standards.

Working proficiency in Figma  for reviewing user flows, prototypes, and design systems.

Bachelor's degree  in Computer Science, Software Engineering, IT, or a related field.

Not a must, but a plus:
Master’s degree or MBA  in IT Management or a related field.

Formal Project Management certification  (e.g., PMP, Prince2, or Agile/Scrum certifications).
