Under the general direction of the Finance Director, provides highly responsible and complex support in managing the operations of the Finance and Treasury Departments, including Budget, Accounting, Treasury, Payroll, Accounts Payable, Purchasing, Fixed Assets, and Fiscal Services for related entities.

Responsibilities
  • Manages the accounting and financial reporting systems. Maintains the computerized general ledger system (BS&A) in accordance with generally accepted accounting principles, and balances and reconciles subsidiary information.
  • Manages the annual audit process for the City, Library, MAX Transportation, Holland Energy Fund and West Michigan Airport Authority, including coordination of required workpaper for auditors, preparation of state required reports such as the F‑65, and assistance with the annual audit report.
  • Coordinates preparation and maintenance of annual budget including management of the position budgeting process, completion of the long‑term capital plan and capital outlay appendices, and preparation of the overall budget summary sections; submit annual GFOA award application.
  • Manages the preparation of the City’s Budget‑in‑Brief and Popular Annual Financial Report (PAFR), including use of graphic design software for the final document; submit annual GFOA PAFR award program.
  • Coordinates with the City’s Transportation Department to prepare the annual required MDOT reports, including the Metro Act Annual Certification and Act 51 Report.
  • Oversees the fiscal service arrangements for MAX Transportation, West Michigan Airport Authority and Herrick District Library, including responsibility for review of FAA, FTA and MDOT reporting requirements.
  • Manages Pension and OPEB reporting and accounting, including documentation preparation for annual audit reporting and state required reporting.
  • Assists with management of the general and employee insurance programs. This includes completing applications for the annual renewal process, managing claims, updating internal service fund allocation rates, and various related reporting.
  • Manages grants accounting and reporting in compliance with Federal and State requirements for numerous grants. Consults with departments administering grants to monitor cash drawdowns and establish appropriate financial controls.
  • Manages Capital Project accounting, including required state reporting, audit schedule preparation and budgeting. Serves as a resource to other departments for budgeting and reporting of capital related projects/outlay.

  • Qualifications
  • The job requires knowledge normally acquired through the completion of a Bachelor’s Degree in Accounting, Finance, or a related field. A CPA or CPFO certification is preferred.
  • Four to six years experience in governmental accounting or finance including supervisory responsibilities.
  • Interpersonal skills necessary to effectively communicate with other City personnel in the exchange of information.
  • Supervisory skills are necessary to effectively manage the daily operations and administration of assigned function.
  • Computer skills necessary to effectively utilize word processing, database, and spreadsheet software applications, and computerized accounting systems (BS&A preferred). Specific experience in Microsoft Publisher and CANVA is preferred.
  • Mathematical ability to make complex mathematical calculations with speed and accuracy.
  • Mental ability to frequently handle pressures related to working on projects requiring attention to detail, meeting deadlines, and the simultaneous management of multiple projects.
  • Physical ability to frequently sit in one position for extended periods of time and occasionally lift/push/carry items weighing up to 50 pounds.
