Position: Full-Time Heavy Equipment Operator I or II

Full‑Time Heavy Equipment operator I or II – City of Homer, Alaska

Apply to operate heavy and light equipment for the maintenance and construction of streets, drainage ditches, water and wastewater utilities, and other municipal facilities. The role includes driving operations, performing routine inspections, controlling traffic, and providing customer service to the public and internal stakeholders.

Equipment Operator I Job Functions and Major Activities

• Operate heavy equipment, backhoe, front‑end loader, boiler, trucks, etc., for street and utility maintenance.
• Follow City of Homer policies, procedures, and OSHA safety guidelines.
• Report problems, issues, or concerns to supervisor, superintendent, or Public Works Director.
• Perform manual labor as required, including equipment maintenance and facility upkeep.
• Conduct routine inspections, preventive maintenance, and cleaning of assigned City equipment; refer defects for repair.
• Control traffic at work sites by flagging, as required.
• Execute additional duties as directed by the Lead Equipment Operator, Superintendent, or Public Works Director.

Knowledge, Skills, Abilities and Experience

• Considerable knowledge of heavy equipment operating principles.
• Rule‑compliant operation of equipment under varied conditions.
• Four years’ experience operating heavy equipment preferred.
• Working knowledge of road construction/maintenance required; familiarity with water and sewer systems preferred.
• Awareness of hazards and safety precautions common to heavy equipment operations.
• Ability to work independently and in a team setting.
• Basic computer knowledge.
• Good customer service skills.
• High school diploma or GED.
• Valid Class A CDL with Tanker endorsement.

Decision‑Making Responsibilities

• Receive daily direction of specific nature from supervisor or assigned leader.
• Carry out unit procedures with independent judgment, especially when dangerous conditions exist.
• Moderate budget authority at unit level.

Supervisory Authority

None.

External Visibility / Contact

• High frequency public contact and visibility.
• Moderate contact with key service personnel for procurement of parts and supplies.
• Infrequent contact with City personnel, government officials, and attendance at public meetings.

Working Conditions

• Exposure to adverse weather (extreme cold, snow, ice).
• Hazardous conditions (deep ditches, steam boilers, confined spaces, hazardous paints, solvents).
• Heavy physical effort: lifting/moving equipment, awkward positions.
• On‑call and overtime availability required.
• Work on holidays, weekends, and various shifts.

This position is subject to the Commercial Driver's License Drug and Alcohol Testing Policy.

Equipment Operator II Job Functions and Major Activities

• Operate heavy equipment (grader, backhoe, front‑end loader, boiler, trucks, excavator, asphalt repair, road painting equipment) for maintenance of streets, drainage ditches, sewer and water utilities, and parking lots.
• Act as lead on assigned crew tasks.
• Follow City of Homer policies, procedures, and OSHA safety guidelines.
• Assist in training lower‑level employees performing maintenance and repair duties.
• Perform manual labor as required.
• Conduct routine inspections, preventive maintenance, and cleaning of assigned City equipment; refer defects for repair.
• Control traffic at work sites by flagging, as required.
• Execute additional duties as directed by the Lead Equipment Operator, Superintendent, or Public Works Director.
