General FunctionThis position is responsible for performing a wide range of complex technical and administrative duties in both office and field environments. The role oversees the inspection, enforcement, and compliance of laws, regulations, and ordinances governing the installation and operation of electrical infrastructure systems within the City of Homestead Electric Division.

Essential Duties and Responsibilities- Interacts courteously and tactfully with managers, co-workers, customers and/or vendors.
- Administers a comprehensive electrical inspection program, including plans examination; inspects building materials or structures and premises, enforces city, county, state, and federal codes and regulations relating to electrical construction and use. Prepares and submits periodic activity reports of inspections and investigations. Participates in administrative staff meetings.
- Oversees and participates in the inspection of electrical installations in compliance with the provisions of the minimum requirements of the National Electrical Code, Florida Building Code, NESC and any other applicable codes, electrical ordinances and pertinent state provisions; consults with and advises coworkers concerning changes in the law governing the operation of the division, new developments in the field of electrical and proper methods of inspection.
- Holds conferences with electrical division employees in order to obtain uniformity of action among the various crews; makes decisions on questions of policy affecting the enforcement of laws under his/her jurisdiction.
- Studies electrical ordinances of other cities and new developments in electrical infrastructure installations with view to determining the adequacy of local ordinances; prepares drafts of ordinance revisions affecting electrical infrastructure installation.
- Receives, assists in and/or assigns the responsibility for investigation of complaints relating to electrical issues. Prescribes the techniques to be used in the investigations and the appropriate forms to record them.
- Confirms that all completed installations have the necessary Electrical Inspection signed off. Reviews and checks plans and specifications for proper installation. Discusses requirements of plans with engineers, contractors, builders or owners and the public at large.
- Verifies proper installation and maintenance of distribution infrastructure, including transformers, conductors, poles, service drops, grounding systems, pad-mounted equipment, switch gear, and metering components.
- Performs pre-construction site evaluations, during construction inspections, and post-installation inspections to validate system readiness and compliance with approved plans, permitting conditions, and engineering drawings.
- Responds to public complaints and service requests related to electrical hazards, code violations, unauthorized construction, or potential safety concerns; conducts thorough investigations and documents findings.
- Coordinates with internal engineering, field operations, permitting, and construction departments to facilitate efficient project execution and safe energization of new services and system extensions.
- Reviews electrical plans and construction drawings for residential, commercial, and utility‑scale projects; provides feedback on code compliance, constructability, and adherence to design standards.
- Assists with the enforcement of vegetation clearance standards, joint‑use attachments, streetlight installations, and service point verifications throughout the utility’s service territory.
- Participates in utility safety audits, outage investigations, after‑action reviews, and asset condition assessments; documents deficiencies and recommends corrective measures.
