Overview

The mission of the military healthcare system (MHS) is to ensure the nation has available at all times a healthy military force supported by a combat ready healthcare system. Tripler Army Medical Center is the headquarters of the Pacific Regional Medical Command of the armed forces administered by the United States Army in the State of Hawaii. It is the largest military hospital in the Asian and Pacific Rim region and serves a military sphere of jurisdiction.

The on-call, part-time Cardiothoracic Surgeon shall have sufficient experience to provide quality health care services to Government beneficiaries. The Contractor shall provide Cardiothoracic Surgeon services to all eligible beneficiaries of the military health care system who present themselves to TAMC for treatment. All duties and responsibilities performed in accordance with the Core Values of Cayuse.

Responsibilities
  • Outpatient cardiothoracic procedures including dressing changes, thoracentesis, wound vac change.
  • Inpatient cardiothoracic procedures including as previously listed.
  • Prepare all records and reports as required in support of services rendered and as required by the MTF standard operating procedures, federal law, or Army regulation.
  • Attend and participate in patient care reports, patient care conferences, team conferences, professional staff conferences and other appropriate professional activities only to the extent that such attendance and participation is related to his/her assigned cases and/or performance of contract services as determined by the supervisor.
  • Facilitate patient access to medical care by recommending appropriate referrals to other health care providers in accordance with policies and regulations of the MTF.
  • Assess patient’s physical condition by reviewing medical case histories and performing physical examinations. Applies the Medical Fitness and Profiling Standard.
  • Order routine laboratory tests, radiographic studies, and ECG’s. Interpret results.
  • Writes recommendation for activity restrictions due to medical impairments (temporary profiles) not to exceed 90 days. Writes progress notes and interim summaries on patient’s status.
  • Evaluates soldiers for retention and admission in accordance with Chapters 2 & 33 AR 40-501.
  • Take part in clinic Quality Assurance Program as required to meet the standards of the Joint Commission on Accreditation of Healthcare Organizations.
  • Ensure documentation and reports are legible. Verify the content and correctness of all prepared reports by affixing his/her own signature or stamp to all copies of the document and validating its contents.
  • As required, use CHCS/AHLTA to GENESIS application to manage patients and medical information and communicate with other health care providers and ancillary staff and use of other email and data management programs as required.
  • The contract Cardiothoracic Surgeon is required to annotate and sign medical records in accordance with Army Regulation (AR) 40-66 (Medical Record Administration and Health Care Documentation), as well as local requirements.
  • MTF staff practitioners may randomly review contract Cardiothoracic Surgeon annotated patient medical records. MTF staff practitioners will note defects, omissions, addenda, etc., and contract personnel shall make required corrections. Contract personnel will follow MTF guidance on peer review and other standards that are applied to clinic providers.
  • Health care providers providing services under this contract shall be able to read, write, and speak English well enough to effectively communicate with all parties and other health care providers.
  • Basic Computer Skills. The contract HCP shall possess knowledge, skills, and abilities required for the labor (i.e., medical terminology, basic computer skills, customer service expectations, telephone etiquette, and basic typing).
  • Physical Qualifications. Contract HCPs shall be capable of meeting the physical demands of the position as outlined in the PWS. In most cases, the contract HCP may be asked to stand and/or sit for extended periods of time.
