As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security, and data management issues and support the military mission, while reducing environmental impacts.

The ERS Division is seeking a qualified and proactive candidate to provide Information Technology (IT), Operational Technology (OT) and Cybersecurity support. The candidate will work with a small team to secure and defend Facility Related Control Systems supporting Marine Corps critical infrastructure.
The Control Systems Engineer/Inspector Senior SME will report directly to the ERS Division Director and build on the team's knowledge of Facility Related Control Systems Architecture, Engineering and Cybersecurity. This is an onsite position working directly with the customer. Some travel may be required.
Key Responsibilities:- Serve as the technical lead for SCADA/AMI architecture, implementation strategies, and interoperability with utility and base-wide energy systems. Key areas of knowledge include; SCADA PLC and software (Water, wastewater, electrical) & DDC HVAC Multivendor (Alerton Compass, Automated Logic).
- Oversee integration of AMI and power metering within building design plans per UFC, UFGS, and federal energy mandates.
- Provide expert review and validation of control system specifications, SCADA networking designs, and cybersecurity requirements.
- Guide stakeholder collaboration across engineering, commissioning, cybersecurity, and facility operations teams throughout the MILCON project lifecycle.
- Evaluate emerging technologies and recommend modernization strategies for secure and sustainable electrical infrastructure.
- Support development of Design-Build RFPs, DD Form 1391 packages, and system submittals.
- Participate in site surveys, factory and site acceptance testing (FAT/SAT), and commissioning for SCADA/AMI systems.
- Apply understanding of environmental, cybersecurity, and energy regulatory compliance (e.g., NIST SP 800-82, FEMP guidelines, UFC 1-200-02).
- Install, configure, and program control system hardware and software.
- Perform performative maintenance and continuous monitoring functions.
- Respond and correct system alarms and emergencies.
- Analyze system data to assist in identifying system deficiencies and vulnerabilities.
- Provide remediation recommendations to address system issues.
- Work with cyber, network, and sysadmin teams in facilitation of system compliance and function according to DOD guidance.
- Participate in conferences, work groups, meetings and other required events.
- Travel to supported installations and required locations to provide related FRCS expertise.
- Bachelor's Degree in Electrical Engineering related field and 6 years experience or a minimum of 12 years of experience with electrical SCADA.
- Minimum of 4 years supporting DoD MILCON programs or federal facility design.
- Strong familiarity with power distribution systems, utility-grade metering platforms, substation automation, and industrial communication protocols (e.g., DNP3, Modbus, IEC 61850).
- Proficiency with electrical design documentation including single-line diagrams, I/O schedules, network architectures, and control narratives.
- Experience collaborating with installation public works departments and commissioning agents.
- Ability to obtain and maintain a Department of Defense (DoD) Common Access Card (CAC).
- Ability to maintain a US Government Secret security clearance.
