Position Overview:
Under minimal supervision or independently, plans, implements, and manages OSHA/HIOSH and EPA compliance programs across all OTS operations.
Scope:
The Specialist II and Specialist III are separate classification levels. Advancement from a Specialist II to Specialist III is not automatic upon meeting the minimum qualifications and requires consideration of the level of work performed, demonstrated competency, AND organizational need.
The level of responsibility, complexity of assignments, and degree of judgment vary according to the level of the position. Specialist II:
Under minimal supervision; moderate to complex assignments. Specialist III:
Independently; full range of assignments, including major and highly complex matters.
Essential Functions for the Position:
OSHA, HIOSH, EPA Program Management- Develop, implement, and maintain OSHA, HIOSH and EPA compliance programs. EPA programs include Stormwater Pollution Prevention Plan (SWPPP) and Spill Prevention, Control, and Countermeasure (SPCC).
- Serve as point of contact for regulatory compliance matters.
- Serve as liaison with OSHA, HIOSH, EPA and Hawaii DOH.
- Conduct comprehensive inspections of maintenance facilities, bus yards, fueling operations and hazardous material storage areas and processes including, but not limited to:
- Work environment hazards;
- Management of hazardous waste streams (used oil, fuels, solvents, batteries); and
- Storage, labeling, disposal, and manifest requirements for hazardous materials and waste.
- Review safety data sheets and past injury reports.
- Identify potential or existing hazards and violations.
- Work with department and/or vendors to eliminate existing or potential hazards and violations.
- Inspect and identify workplace hazards (i.e., noise, air quality, and chemical exposure).
- Determine when monitoring or testing is required and perform testing or outsource testing as deemed necessary.
- Recommend controls to eliminate and/or mitigate hazards (engineering, personal protective equipment, and administrative).
- Assist with or lead response to hazardous material spills, environmental releases, and chemical exposure incidents.
- Ensure proper regulatory reporting.
- Conduct root cause analysis and recommend corrective actions to prevent future incidents.
- Maintain required safety, environmental, inspection, training, and regulatory records.
- Develop, update, and deliver effective training programs for hazard communication (HAZCOM), personal protective equipment (PPE) requirements, blood borne pathogen safety, respiratory protection, spill response, and environmental compliance.
- Training should include but not be limited to:
- How to locate, read, and interpret safety data sheets.
- Safe operating habits and early signs of exposure; and,
- Clear safety rules and responsibilities.
- Analyze trends in safety incidents, environmental compliance, and inspection findings.
- Prepare reports that identify systemic risks and recommend mitigation strategies.
- Prepare regulatory submissions.
