Program Specialist IV (Out of School Time) – Community Engagement Branch

Salary Range: $5,369.00 – $6,535.00 per month.

• Conduct studies and analyses of programs, their operations and activities.
• Conduct research into changes in State and federal laws, rules, regulations, community concerns, etc.
• Develop and interpret new or revise existing program policies and procedures, rules, regulations, standards.
• Serve as liaison and provide consultation to committees, other agencies and community groups.
• Assist in locating funds and other resources available from State, federal, County and private agencies.
• Develop and monitor contracts and grants.
• Monitor and evaluate program operations and activities to insure program objectives and State and federal requirements are met.
• Develop and implement corrective action plans to address program deficiencies.
• Develop training programs to implement new or revised program policies, procedures, activities, functions, etc.
• Assist in the preparation of the agency’s State plan.
• Develop legislative proposals and testimonies.
• Speak before groups to promote or provide information or coordinate program activities and objectives.
• Assist in the development and justification of budget requests.
• Provide technical assistance, consultation and interpretation of the program rules and procedures to agency staff, other public, private and community agencies.
• Develop and coordinate implementation plans for specific program areas.
• Advise and explain program requirements to data processing personnel.

• Graduate from an accredited four‑year college or university with a Bachelor’s degree.
• Substitution possible: 1 year of a Master’s degree in business administration, public administration or related field for one year of specialized experience.
• Demonstrated ability to write clear and comprehensive reports; read and interpret complex written material; solve complex problems logically and systematically.

• Progressively responsible experience equivalent to a 2½‑year Program Specialist IV (no supervisory experience).
• Specialized experience: conducting studies and analyses of programs or projects through active participation in the planning, coordination, development and/or evaluation of programs and/or program activities.

• Working knowledge of program planning and evaluation, research and evaluation methods and techniques.
• Current, valid driver’s license.
