Key Responsibilities- Review of Awards & Conduct market research and issue RFIs targeting socio-economic program participants.
- Prepare IGCEs and “Price Fair & Reasonable” determinations.
- Support award documentation including price negotiation memoranda and technical evaluation summaries.
- Perform burn rate reviews and process optimization audits.
- Analyze procurement workflows and recommend improvements.
- Bachelor's Degree + 3 years of State or Federal Acquisition / Procurement experience.
- Experience in at least one of the following:
- Market research
- Award support
- Contract management
- (Business) System analysis
- Basic understanding and comprehension of the FAR.
- Strong analytical and documentation skills.
- Familiarity with Hawaii University or similar institutions.
- Acquisition and Procurement experience in both the federal and state procurement levels and experienced with their unique regulations.
Remote; must align with Hawaii time zone core hours.
