LIQUOR LICENSING EXAMINER

The Liquor Licensing Examiner conducts inspections and investigative tasks related to the compliance of Honolulu's liquor laws, rules, and regulations. Processes applications for liquor licenses and performs the following duties:
- Reviews blueprints, floor plans, tax maps, financial statements, and other documents submitted.
- Reviews articles of incorporation, partnership agreements, and other business filings to verify identity and authority of principals.
- Reviews company operating agreements to determine legality of establishment prior to issuing a liquor license.
- Interviews and investigates license applicants regarding character, personal history, and qualifications pursuant to Hawaii Revised Statutes. Reports on suitability and disqualification status.
- Operates the Live Scan electronic fingerprint machine to submit images to the FBI for felony conviction checks.
- Determines whether intended business and liquor sales comply with liquor laws and zoning regulations.
- Explains and interprets licensing provisions to applicants and answers their questions.
- Investigates possible fraud or deception in applications and conducts factual verification.
- Reports on requests for minors to work in licensed premises, interviewing minors, parents/guardians, and licensee representatives.
- Compiles, analyzes, and reports statistics relevant to licensing or enforcement functions.
This is a full‑time, temporary position performed under a personal services contract that expires 6/30/26 (renewable upon determination of need and availability of funds).
Required Qualifications- High school graduation or equivalent and inspectional or investigative work experience.
- Valid Hawaii State driver’s license (Type
3). - Knowledge of business structures, financial reports, and basic business principles.
- Ability to write clear and concise reports.
- Professional conduct, integrity, honesty, ethical behavior, strong interpersonal skills, and teamwork.
- University, college, or technical degree related to the responsibilities.
- At least four years of inspectional or investigative experience enforcing laws, ordinances, or regulations.
- Knowledge of laws, rules, and regulations governing the manufacture, importation, and sale of liquor in the City and County of Honolulu.
