Duties and Responsibilities
  • Provides information and guidance to students, faculty, staff, and visitors regarding inquiries, reports and complaints related to Title IX and other civil rights concerns related to relevant University policies and procedures, options and resources; conducts initial assessment and analysis of complaints and incident reports to identify potential allegations of relevant policies and procedures.
  • As a resolution officer, guides parties through civil rights investigatory process, including counseling on options available through relevant university policies and procedures, supportive measures, informal resolution and, if applicable, the Title IX live hearing process.
  • Develops an investigator plan for complaints in accordance with University policy and recognized standards in the employment and compliance arena:
    Investigative process includes: analyzing the complaint or allegations scope and direction of the investigation; identifying witnesses; conducting interviews; gathering, securing and analyzing relevant documentation and information that may be helpful in bringing matter to resolution; and establishing the accuracy and authenticity of evidence.
  • Oversees and conducts complex investigations of suspected and reported violations of laws and policies in accordance with best practices for Title IX and civil rights investigations, applicable University of Hawaii policies and procedures, ethics and due process, and in a trauma-informed manner. thorough, fair and impartial formal investigations of complaints of harassment and discrimination, including interviews with all relevant parties and reviews of all relevant documents and information, and applies facts fairly and appropriately to reach conclusions regarding policy violations.

    in consultation with the Title IX Coordinator, Executive Director (ED), internal/external legal counsel, and others are appropriate.
  • Writes expert analytical fact-finding reports that demonstrate sound, balanced reasoning; clear articulation of facts and supporting evidence; and knowledge of applicable policies, rules, laws, and procedures.
  • Appropriately communicates and corresponds with reporting parties, responding parties, witnesses, advocacy and support offices, general counsel's office, and others involved with respect to the investigative process and status of incident reports, complaints and investigations.
  • Manages Title IX-related and EEO incident reports, informal resolutions and formal complaints on behalf of the University and works closely with Deputy Title IX Coordinators, UH system offices, EEO Coordinators, OHR and other campuses.
  • Develops, implements, facilitates and assesses training programs for incoming and current students, faculty and staff related to Title IX, VAWA, the Clery Act, Title VII, related federal and state laws and regulations and relevant University policies and procedures.
  • In collaboration with campus partners, develops and facilitates awareness and prevention programming to ensure an inclusive, safe, and healthy environment and coordinates crisis response for topics related to sex/gender-based violence. Including the Sex Assault Task Force (SATF) and/or similar teams.
  • Represents the University and the Title IX Office at meetings/committees on campus and in the community, as directed by the Title IX Coordinator or the ED.
  • Conducts research, analyze and interpret internal and external data, prepare reports, complete assessments of campus programs and services.
  • Works collaboratively with all OEA investigators and resolution officers and in consultation with Senior staff and management of OEA to develop best practices and standard operating procedures in line with national/industry standards for conducting civil rights and Title IX investigations.
  • Maintains Title IX database and file system.
  • Provides professional level support to OEA staff as assigned by the ED or Director.
  • Coordinates technology improvements to provide more expedient and efficient services.
  • Executes special projects as assigned by the Director.

  • Minimum Qualifications
