Job Title: Site Safety & Health Officer

Business Service Line: PACRIM

Reports To: Regional Health & Safety Manager/Senior Program Manager/General Manager

Summary: As the Site Safety and Health Officer, you will play a pivotal role in leading and overseeing all safety and health aspects of our construction projects. Leveraging your extensive experience and expertise in safety practices, you will be responsible for the development, implementation, and continuous improvement of our safety programs. Your leadership will establish and maintain safety as a top priority throughout our organization.

Duties and Responsibilities
  • Safety Program Development:
    • Develop and maintain comprehensive safety programs and policies in strict compliance with local, state, and federal regulations.
    • Ensure alignment with industry best practices to elevate safety standards.
  • Site Inspections:
    • Conduct regular site inspections to identify potential hazards and unsafe practices.
    • Implement corrective actions promptly to mitigate risks and maintain a safe working environment.
  • Safety Training:
    • Monitor training compliance and effectiveness, making improvements as needed.
  • Lead investigations of safety incidents, near misses, and accidents.
  • Determine root causes and implement corrective measures to prevent recurrence.
  • Regulatory Compliance:
    • Stay current with safety regulations and industry standards, including OSHA and EPA requirements.
    • Ensure full compliance with all applicable laws and regulations.
  • Safety Audits:
    • Conduct safety audits and assessments of project sites.
    • Identify areas for improvement and track progress toward enhanced safety performance.
  • Emergency Response:
    • Develop and maintain comprehensive emergency response plans.
    • Conduct drills and exercises to ensure team readiness for emergency situations.
  • Safety Communication:
    • Foster a culture of safety through effective communication.
    • Facilitate safety meetings and discussions to engage all stakeholders.
  • Safety Reporting:
    • Prepare and present safety reports to senior leadership and project stakeholders.
    • Track and analyze safety performance data to drive continuous improvement.
    • Safety Leadership:
      • Provide strong leadership and mentorship to the project team.
      • Promote a robust safety culture across the organization.
    Qualifications
    • Bachelor’s degree in occupational safety and health, Environmental Science, or related field (Master’s degree preferred), experience may be used to substitute education.
    • Minimum of 5 years of experience in safety management.
    • Valid professional certification such as Certified Health & Safety Technician (CHST) is required.
    • Valid OSHA 30HR Training
    • Complete at least an average of at least 24 hours of formal safety training each year for the past 5 years with training for competent person status in at least four (4) competencies:
      Excavation, Scaffolding, Hazardous Energy, Confined Space, Health Hazard Recognition, Evaluation and Control of Chemical, Physical, and Biological Agents, Personal Protective Equipment (PPE)
    • In-depth knowledge of safety regulations, including OSHA and EPA requirements.
    • Excellent leadership and communication skills.
    • Proven ability to drive safety initiatives and foster a culture of safety.
    • Proficiency in safety management software and tools.
    • Strong problem-solving and decision-making abilities.
