Duration: 12 months

Minimum requirements

Knowledge:

*) Knowledge of public health and human services laws, rules, and regulations; principles and practices of project coordination and management; public health/human services programs; community health and human service organizations and the programs they provide; and current health and human service issues and concerns;
Medicaid eligibility and enrollment processes, and entitlement programs; mental health and co-occurring substance use disorders; recovery-oriented model of care, including the use of peers to provide support services;
Hawai'i cultural dynamics; research and methods used in public planning; report writing; governmental organizations, programs and functions; public relations; and procurement and contracting procedures and methods.

Skills/abilities:

*) Develop, implement, and evaluate activities and projects according to prescribed timelines.

*) Organize, analyze, evaluate, and correlate a variety of data.

*) Organize and direct the development of plans, policies, and procedures, make recommendations for major concerns and programs.

*) Ability to manage deadlines.

*) Communicate effectively orally and in writing, and able to draft and/or summarize a variety of detailed reports for planning and informational purposes. Read and comprehend a broad range of subjects, understand, interpret, and apply concepts, methods, and review and evaluate planning methods and techniques.

*) Exercise initiative, originality, neatness, and the ability to carry through to completion without detailed instructions and supervision.

*) Make effective presentations before groups; write effectively.

*) Consult effectively and establish and maintain effective relationships with public and private groups and individuals, including the initiation of cooperative agreements, and general and technical report writing skills.

*) Ability to work with people from a wide variety of ethnic, educational, and professional backgrounds.

*) Proficient in computer and associated software such as Microsoft Office (Word, PowerPoint, Publisher, Excel) and database software.

Education and Experience:

*) Graduation from a four (4) year accredited college or university with a baccalaureate degree. A master's in public health, public administration and planning, business administration, or any of the health or social sciences is preferred.

*) One and one-half (1½) years of progressively responsible general experience in social work, public health, or other related fields, which required knowledge of current social and economic conditions, community organizations and the services and/or programs they offer to the community relative to alcohol and drugs, the prevention of substance abuse and the treatment and rehabilitation of substance abusers.

*) One (1) year of specialized progressively responsible experience which demonstrated the ability to conduct studies and analyses of programs or projects through active participation in the planning, coordination, development and/or evaluation of programs and/or programs' activities relative to alcohol and drugs, the prevention of substance abuse, and the treatment and rehabilitation of substance abusers.
