Role Description

Full-time, on-site Human Resources Director based in Honolulu, HI. Responsible for managing daily HR activities and overseeing HHSC’s labor relations program—including contract administration, negotiations, grievance management, and ongoing collaboration with union representatives and key stakeholders. Assists the VP & CHRO with strategic leadership and critical support in overall HR planning, ensuring programs and services align with organizational goals and statutory requirements.

Key Responsibilities
  • Manage daily HR activities.
  • Oversee labor relations program, including contract administration.
  • Participate in negotiations, grievance management, and resolution.
  • Collaborate with union representatives and stakeholders.
  • Provide strategic leadership to VP & CHRO for HR operations.
Qualifications
  • Education
    :
    Bachelor’s degree in human resources or related field, or equivalent relevant work experience.
  • Experience
    :
    Seven (7) years of progressively responsible HR experience, with at least three (3) years specializing in labor relations and collective bargaining. Extensive HR experience in a unionized public sector or healthcare environment preferred.
  • Certification and License
    :
    Valid motor vehicle operator’s license (Hawaii type 3 or equivalent).
  • Knowledge
    :
    Extensive knowledge of HR functions, state government, labor relations concepts, applicable laws, rules and regulations, policies, and public and private sector trends.
  • Abilities
    :
    Ability to analyze, interpret, apply, and implement complex HR and labor relations issues, develop alternatives, make strategic recommendations, engage with union representatives and stakeholders, communicate effectively, and provide leadership to HR staff.
