TALENT ACQUISITION MANAGER (HUMAN RESOURCES MANAGER II) (EM-03) – 1 Vacancy

Department of Human Resources (DHR), Employment and Personnel Services Division in Honolulu is seeking a Talent Acquisition Manager (Human Resources Manager II). This role reports to the Employment & Personnel Services Division Chief and oversees the operations and activities of the Outreach & Talent Acquisition Section, developing a vision for external sourcing and acquisition for city‑wide positions to achieve hiring goals and build a vibrant workforce across the City and County of Honolulu.

What

You Will Do (Responsibilities)
  • Develop short‑ and long‑term strategic plans for talent acquisition and external sourcing.
  • Develop tactical plans to execute recruitment strategies to aggressively fill civil service vacancies and achieve hiring goals.
  • Serve as advisor and liaison to City top‑level management on talent acquisition issues, including targeted sourcing, difficult‑to‑fill positions, candidate engagement, experience, and marketing of City jobs.
  • Develop a vision for outreach and talent acquisition programs involving outreach programs and events aimed at targeted sourcing, candidate engagement, candidate experience, and employer branding.
  • Develop and recommend new policies and procedures affecting City hiring; recommend and coordinate implementation of modifications to improve the efficiency and effectiveness of existing policies and programs.
  • Provide training in talent acquisition and outreach strategies, tactics and processes.
  • Perform other related duties as assigned.
Special Work Requirements
  • May be required to work overtime after regular work hours and/or on weekends (usually Saturdays) for recruitment fairs and hiring events.
Qualifications

Education Requirement: Equivalent to graduation from an accredited four‑year college or university with a bachelor’s degree. Work experience may be substituted for a bachelor’s degree on a year‑for‑year basis. For example, four years of professional work experience or four years of general work experience in human resources/personnel management may substitute.

Experience Requirement: Four years of mid‑to‑senior level experience in strategic talent sourcing and acquisition, two of which must involve performing as a senior‑level worker on difficult and complex assignments.

Required Knowledge and

Skills:

  • Tactics and strategies for targeted sourcing, candidate engagement, experience, and job marketing.
  • Understanding of labor market conditions, competitive hiring practices, industry trends related to hiring.
  • Strategic marketing and planning.
  • Project management skills – plan, supervise, review work of others.
  • Legal and compliance knowledge – interpret and apply laws, rules, regulations.
  • Data analysis and reporting.
  • Effective communication – oral and written.
  • Problem‑solving and operational improvement.
  • Interpersonal skills – deal tactfully and effectively with others.
  • Instructional skills – give and follow oral and written instructions.

Non‑qualifying

Experience:

Experience in a supervisory or managerial position that is not primarily focused on strategic talent sourcing and acquisition is not considered qualifying. Clerical or technical HR experience limited to support functions also is not qualifying.

Salary
