Salary
: $6,043 to $7,351 per month (SR‑24, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Job Overview

The Investigator IV plans, organizes, directs, and coordinates investigative activities concerning civil, administrative, and/or criminal matters within its jurisdiction. The role includes broad program areas such as welfare fraud, controlled substances, and other fraud involving state Medicaid, medical, and health care programs. The investigator also handles criminal investigations involving homicide, assault, theft, and neglect, including interrogation, evidence collection, undercover work, warrant preparation, and arrest procedures.

This position is located in the Medicaid Fraud Unit, Criminal Justice Division of the Department of the Attorney General. It is vested with statewide police powers under HRS §28‑11 and authorized to carry and use firearms.

Responsibilities
  • Conduct investigations in a wide variety of criminal and civil fraud cases involving State Medicaid, medical, and health care programs.
  • Perform criminal investigations that involve suspect interrogation, witness interview, physical evidence search, informant cultivation, surveillance, undercover work, warrant preparation, evidence handling, and lawful arrests.
  • Prepare investigative reports and present findings in a clear and concise manner.
  • Maintain and handle evidence properly throughout the investigative process.
Qualifications

Legal Authorization to Work
:
Applicants must meet the State of Hawaiʻi requirement for unrestricted employment in the United States.

Basic Education/Experience
:
Bachelor's degree from an accredited four‑year college or university.

Specialized Experience
:
Three and one‑half (3‑1/2) years of progressively responsible investigative experience which demonstrated:

  • A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data.
  • B. Ability to think logically and objectively, analyze and evaluate facts, evidence, and related information, and arrive at sound conclusions.
  • C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner.
  • D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.

Quality of Experience
:
At least one year of Specialized Experience comparable to the Investigator IV class in complexity and responsibility.

Additional certification requirements:

  • Demonstrated knowledge of interviewing and interrogation techniques, investigative report writing, legal evidence rules, search and seizure laws, arrest laws, surveillance equipment, use of force (including deadly force), and the Hawaii Penal Code.
  • Thorough knowledge of firearms use and the ability to properly use firearms in the performance of duties.
  • Applicants must meet all state and federal firearms requirements, be qualified by a certified law‑enforcement firearms instructor to carry a department handgun, and have at least two years of practical criminal investigation experience involving search and seizure, arrest laws, and proper force application.

Supervisory Aptitude
:
Supervisory aptitude rather than actual supervisory experience may be accepted. Evidence of supervisory abilities will be considered.

Substitutions Allowed
:
Relevant substitutions as described in the Minimum Qualification Requirements.

Special Requirements
:
No domestic violence conviction. Current valid driver’s license required. Successful pre‑employment drug test (applicant pays).
